Problems And Countermeasures Of First-aid And Life-support Medical Equipment Management In Public Hospitals

To ensure the safety of people’s lives,one of the most important part is an effective Emergency and Critical Care System,and the management of first-aid and life-support medical equipment can assist in system construction.In order to achieve the goals of the Outline of the Healthy China 2030 Plan,to ensure the safety of people’s lives,and to promote the construction of healthy China,the public hospitals need to strengthen the management of first-aid and life-support medical equipment.At the same time,the management quality of first-aid and life-support medical equipment is an important component of medical safety and the high-quality development of public hospitals,so it is necessary to strengthen management in accordance with relevant public policies.Therefor the Measures for the Supervision and Administration of the Use Quality of Medical Devices and Opinions of the General Office of the State Council on Strengthening the Performance Assessment of Three-Level Public Hospitals and other documents have been formulated.Based on the Three-Level public hospital which is known as F hospital in Suzhou as a case study,the study is guided by the Social Regulation theory,SPO and the Total Quality Management theory,using documentation,interview and observation methods to investigate and analyze the problems of the hospital in implementing the management of first-aid and life-support medical equipment in accordance with public policies.According to SPO,the problems can be attributed to S:target of committee management is missing;P:process approval is difficult in cross department;O:the effect of full participation is poor and overall management is inefficient.The causes of the problems can be attributed to:emphasizing economic benefits but neglecting medical equipment management in hospital development planning;imperfect system and supervision system;departmental barrier and ambiguity of power and responsibility;imperfect professional training and incentive system;incomplete medical equipment management network construction.According to the relevant theories and the actual situation,the following countermeasures and suggestions are given:ensuring social benefits first and emphasizing medical equipment management in hospital planning;improving system and supervision system;promoting department collaboration and balancing department the power and responsibility;improving professional training and incentive system;completing medical equipment management network construction.
