Study On The Implementation Effect Of Medical Insurance Policy For College Students In Harbin

The medical insurance manager for college students in China has gone through three stages of development: first,the medical insurance system for students at public expense;second,the exploration stage of commercial medical insurance;third,in2018,it was clear that students were included in the pilot scope of basic medical insurance for urban and rural residents,and the medical insurance for college students officially entered the basic medical insurance stage for urban and rural residents.Although the reform of medical insurance policy for college students has made some achievements so far,there are still some problems.Students’ awareness of medical insurance policy,willingness to join and renew insurance,and satisfaction with reimbursement process have affected the implementation effect of medical insurance policy.Many colleges and universities lack a comprehensive study of their management systems,and the implementation of medical insurance policies still encounters many obstacles.In this paper,the implementation effect of medical insurance policy for college students in Harbin is studied,and the evaluation index system is constructed from the perspectives of inclusiveness,efficiency and objectivity by using analytic hierarchy process and fuzzy comprehensive evaluation method.The author invited10 experts with rich experience in student medical insurance to form an evaluation team.Expert members include experts and leaders engaged in student medical insurance management in colleges and universities,experts and leaders engaged in insurance undertaking work in medical insurance companies,experts and leaders working in the competent department of medical insurance bureau and the person in charge of student affairs management in the Academic Affairs Office.At first,the expert group fully discussed the preliminary evaluation indicators,and finally reached an agreement,and built an evaluation system consisting of 33 indicators in three levels.Then,the weight of evaluation indexes is determined by using the scale method of 1-9,and then the expert group scores each evaluation index,and the final score table containing all evaluation indexes is calculated by using the fuzzy comprehensive evaluation judgment matrix.This evaluation quantifies the scores of each index,which objectively and truly reflects the problems and deficiencies in the implementation of the medical insurance policy for college students in Harbin.Finally,according to the evaluation results,this paper designs the optimization scheme from three aspects: optimizing the student medical insurance policy,improving the student medical insurance operation mechanism and strengthening the construction of medical insurance management team.Under the principle of fairness,scientificity,systematicness and operability,it aims to provide practical and effective optimization scheme for the implementation of medical insurance policy for college students in Harbin.In order to ensure the smooth implementation of the optimized scheme,the author provides all-round and multilevel safeguard measures from the perspectives of perfecting management system,improving management methods,strengthening management means and improving ideological understanding,combined with the actual situation of the implementation of medical insurance policy for college students.
