Research On Policy Implementation Of Medical Insurance Fund

In the process of the development of New China,China’s medical insurance system reform has achieved "unparalleled achievements",We have walked out of a road of reform and development of medical insurance with Chinese characteristics,A basic medical security system covering the entire population has been established,and formed a medical security system with Chinese characteristics.However,with the development of society,It is affecting the balance of income and expenditure of the health insurance fund for reasons such as the demographic change,the elderly population increases,the sharp increase in medical costs and so on.It is important to achieve the sustainability of health care.Therefore,it is a very important and difficult task under the premise of ensuring financial sustainability,to expand coverage of basic health care,to balance the income and expenditure of the health insurance fund,to control the medical insurance fund expenditures.This study takes Ruijin City of Jiangxi Province as an example,and depthly studied the basic medical insurance fund policy and its implementation in Jiangxi Province.Find the problems,and put forward targeted countermeasures,suggestions and references.This paper firstly introduces the related theory of medical insurance fund.Then,the basic medical insurance for urban and rural residents and fund operation in Jiangxi Province were analyzed.And take Ruijin City,Jiangxi Province as an example,the current situation and existing problems of the basic medical insurance fund policy for urban and rural residents were analyzed,and put forward the relevant improvement suggestions.In terms of specific content,the research content of this paper is mainly divided into six parts.The first part is the introduction part,mainly introduces the research background,content,ideas,innovations and shortcomings.The second part mainly introduces and analyzes the policies of urban and rural residents’ medical insurance funds.The third part mainly introduces in detail the implementation of the basic medical insurance fund policy for urban and rural residents in Jiangxi Province.The fourth part mainly evaluates the implementation and effect of the basic medical insurance fund policy for urban and rural residents in Ruijin City,Jiangxi Province.The fifth part is mainly aimed at the analysis and evaluation of the operation status,effect and problems of Ruijin City’s basic medical insurance policy.The sixth part is mainly the corresponding policy research of the problems in the operation of Ruijin Basic Medical Insurance Fund.The seventh part is the concluding part,which mainly summarizes the policy and operation of the basic medical insurance fund for residents.
