Research On The Evaluation Of The Operation Efficiency Of Public Hospitals Under The Background Of Establishment Reform

The Chinese government has always attached great importance to people’s health protection,and is committed to improving the capacity of medical and health services and improving the operation efficiency of public hospitals.The reform of public hospitals is an important task to ensure and improve people’s livelihood.Promoting the reform of the establishment of public hospitals is conducive to deepening the comprehensive reform of public hospitals and improving the efficiency of medical services.However,judging from the practical situation in various places,the progress of the establishment reform is uneven,and the overall reform progress is relatively slow.In this context,based on the perspective of health resource allocation,this study discusses the operation of hospitals,and provides suggestions for improving the operation efficiency of public hospitals and improving the reform of public hospitals.This study selects 30 public hospitals in N city as the research objects,and first uses the data envelopment method to evaluate the static and dynamic operation efficiency of the sample hospitals from 2018 to 2020.From the perspective of static efficiency,the operation efficiency of the sample hospitals is not in an overall effective state,and the medical and health resources are not fully utilized,and there is still room for improvement in efficiency.In terms of dynamic efficiency,the total factor productivity of the sample hospitals showed a downward trend after the compilation reform,and the decline in the technological progress index was the main reason for the decrease in the dynamic efficiency of the sample hospitals.Secondly,on the basis of efficiency evaluation,Tobit regression analysis is used to explore the influence of hospital personnel structure,personnel turnover rate,medical service capacity and external population economic factors on hospital operation efficiency.The study found that the proportion of staff in the establishment to the total staff,the turnover rate of personnel,the average hospitalization days,the proportion of health technicians,and the average daily number of doctors’ consultations have an impact on the technical efficiency;the average hospitalization days and the average daily doctor’s consultations have an impact on the pure technical efficiency;The proportion of personnel in the establishment to the total number of employees,the proportion of personnel turnover,the proportion of health technicians,the average daily number of doctors’ visits and the utilization rate of hospital beds have an impact on the scale efficiency.Finally,through interviews,it analyzes the problems existing in the operation of public hospitals under the background of compilation reform from the perspectives of health resource allocation,hospital internal management mechanism and hospital technical progress,and analyzes the reasons for the problems existing in hospital operation.The study found that the reasons affecting the operation efficiency of hospitals include insufficient top-level design,imperfect reform supporting measures and low level of internal management in public hospitals.And put forward the rational allocation of medical and health resources;improve the supporting mechanism for the establishment and reform of public hospitals;improve the level of hospital management.
