The running and layout of Chinese public hospitals called as the main forces of China’s medical and health system,don’t only have a direct influence on the quality of their service,but are also concerned with people’s interests.Also,the depth and width of the reform of personnel system directly impact the success of all the reform.Nowadays,the establishment system dominated most of the personnel system of China,but actually it’s an action to systematically allocate the public health resources which contributes to the integration and standardization of health human resource in a certain historical period.With the development of economy,Chinese Socialist Market economy has gradually been the body of China’s economy.The public hospital,as a part of market,must adjust itself to the development of Socialist Market economy according to the trend of times.At present,China’s reform in the field of medical and health care has stepped into the critical stage.The public hospital,faced with the increasing medical requirements and the obstacles from the establishment system,has internal power to break down the establishment system.Thus,the running efficiency of public hospitals can be improved to promote its development.National related departments set about adjusting the establishment system of public hospitals to untie human right of hospital personnel.Also,we must keep on carrying out some measures,like Compilation and Filing System,Audit Systems,Off-line management,to gradually abolish the establishment system and to promote the smooth Promoting the smooth development of Medical Reform.This paper probes into the relationship between the hospital personal system and the hospital efficiency from the perspective of Public Health Resource allocation,with the aid of system and practical examples.First,it analyzes the reasons for adjusting the establishment system and abolishing it.Next,it testifies the negative relationship between the staffing ratio and the hospital efficiency by Tobit,and it also has an open talk with the related staffs in public hospital,whichowes to measuring the comprehensive efficiency of 112 public hospitals from 2014 to 2016 in Chengdu by DEA.Besides,it finds out the reasons for negative influence,and proves the impediment of the establishment system to the efficiency by practical examples,which provides theoretical support for the codified policy from another perspective.Finally,it reviews the whole research and offers some solutions by reading some relative literates and consulting relative experts. |
