A Case Study Of Collaborative Promoting The Construction Of Hierarchical Diagnosis And Treatment System In Yingshan County Sichuan Province

With the continuous improvement of the people’s daily living standards,there is an increasing demand for healthcare services and higher expectations for service quality.However,the existing medical resources are unable to meet the needs of patients.In order to address this issue,the government has introduced a series of policies and regulations to improve the allocation of medical resources.However,due to regional cultural differences,divergent values,and inadequate implementation of systems and processes,these policies and regulations still face certain difficulties in implementation,thus affecting the improvement of the quality of healthcare services and causing inconvenience and suffering for patients.The progress of the construction of the hierarchical medical system varies.Against this background,in recent years,Yingshan County has been integrating various resources and coordinating multiple departments,dedicated to the collaborative promotion of the hierarchical medical system in the county.They have successively implemented significant measures,such as establishing the "Huaxi-Yingshan" medical consortium,fully leveraging the government’s regulatory and service functions,and balancing the interests of various stakeholders,and have achieved preliminary results.Based on the theories of collaborative governance and stakeholder theory,this study closely analyzes the measures,problems,and achievements in the process of promoting the collaborative construction of the hierarchical medical system in Yingshan County,combining with practical analysis.The aim is to better understand the development trends of hierarchical collaborative medical system construction at home and abroad and draw corresponding lessons and experiences.First,based on a systematic review of domestic and international research on the construction of hierarchical medical systems,a theoretical analysis framework of "goals-policies-interests" with multiple perspectives is constructed,based on the definition of core concepts such as the hierarchical medical system.Then,the case background,promotion process,and main practices are described in detail,and the collaborative progress of the construction of the hierarchical medical system in Yingshan County is analyzed by examining the effects achieved after implementing relevant measures.Finally,the study analyzes the practices worth learning from,the existing problems,proposed solutions,and summarizes the lessons and experiences that can be promoted.As a county-level administrative region,Yingshan County’s measures in promoting the collaborative construction of the hierarchical medical system have certain typicality within Sichuan Province.By studying the measures and effects of this case,it will provide reference value and insights for the collaborative promotion of the hierarchical medical system construction in other districts and counties of Sichuan Province.
