Policy implementation is the process of transforming policy(program)theory into policy(result)practice by an executive organization composed of policy implementation organizations and their staff,especially government administrative agencies and administrative personnel.Policy implementation requires the full cooperation of the implementation subject,the implementation object,the means of implementation,the implementation resources,and the implementation environment to achieve good implementation results.As an important policy measure to solve the insufficient capacity of primary medical services,the policy of primary medical and health talents has been hindered in the implementation process due to factors such as many units and institutions involved,heavy work tasks,strong subjective initiative of policy targets,imperfect implementation environment and institutional mechanisms,which have a negative impact on policy implementation,weaken the implementation effect of talent policy,and make the implementation effect of primary medical and health talent policy not meet expectations.Starting from the core concept of talent policy implementation,based on public policy implementation theory,Horn-Mitt implementation system model,human capital theory,this thesis examines the current status of the implementation of the policy for primary medical and health talents in Y City,Guangdong from the aspects of organizational structure,institutional mechanism,operating procedures and guarantee methods,and analyzes the implementation effect of the policy for primary medical and health talents in Y City,Guangdong from four dimensions: awareness,recognition,implementation and benefit.Through the investigation,it is found that there are implementation dilemmas such as superficial implementation of policy objectives and standards,insufficient investment of implementation resources,"weak implementation",overlapping functional allocation of executive agencies,lack of motivation of enforcement personnel,and limited implementation environment.Combined with the current actual situation in Y City,Guangdong and the research results drawing on relevant literature,countermeasures and suggestions for improving the implementation of policies for primary medical and health talents are proposed to policy-making departments and policy implementation subjects from six dimensions,including policy objectives and standards,policy implementation resources,policy implementation methods,executive agencies,value orientation of executives,and policy system environment.It provides a reference for Y City and other underdeveloped areas to formulate effective primary medical and health talent policies and improve the implementation effect of talent policies.
