The standardized training for resident physicians is a stage in the transformation of medical majors from theory to practice,and a major measure to deepen medical reform and narrow the medical gap.With the issuance of documents such as the "Guiding Opinions on Establishing a Standardized Training System for Resident Physicians" and the "Management Measures for Standardized Training of Resident Physicians(Trial)",this system has been fully implemented nationwide.However,effective policy implementation is a key link in whether policies can be implemented.In reality,policy implementation is influenced by various factors such as idealized policies,implementing agencies,target groups,and environmental factors,leading to issues such as inadequate policy implementation and deviation in policy implementation.Therefore,this study focuses on the standardized training of resident physicians in Shijiazhuang City.Starting from the perspective of institutional implementation,it explores the problems and causes of the standardized training system for resident physicians in Shijiazhuang City,and provides corresponding countermeasures and suggestions to promote the effective implementation of the standardized training system for resident physicians in Shijiazhuang City,as well as in Hebei Province and the whole country,It is of great significance to make up for the shortcomings in the implementation of standardized training policies for resident physicians in Shijiazhuang and improve the effectiveness of the implementation of standardized training policies for resident physicians in Shijiazhuang.The paper uses literature research method to study the current research status of residential training work at home and abroad,summarizes the characteristics of previous research,and provides ideas for this study.This article has designed a survey questionnaire on the implementation of standardized training policies for resident physicians in Shijiazhuang City(resident training physicians).A total of 610 questionnaires were collected among resident training students in the Shijiazhuang resident training base,with 596 valid questionnaires.This article also conducted on-site interviews with relevant management departments,training base leaders,and base teachers to fully understand the grasp of different organizations on the current situation of resident training work.The research results indicate that the standardized training of resident physicians in Shijiazhuang City has been carried out smoothly and has trained multiple batches of excellent physicians for the country.However,there are still many problems in the process of policy implementation,such as unclear implementation basis,lack of unified implementation standards,lack of implementation details,inadequate departmental coordination,insufficient attention paid by executing agencies to policy promotion work,deviation and inadequate implementation of policies,insufficient awareness of policies among resident trainees,weak sense of belonging to the base,and lack of initiative during training.In response to the above issues,this article uses the Smith policy execution model to analyze it,and analyzes its causes from four perspectives: idealized policies,executing agencies,target groups,and environmental factors,and puts forward reasonable suggestions.To improve policy clarity,strengthen policy synergy,ensure timely feedback and rectification of policies,enhance the publicity awareness of executing agencies,improve the supervision and feedback mechanism,standardize the admission mechanism for teaching teachers,mobilize the enthusiasm of teaching teachers,enhance students’ awareness of policies,strengthen students’ ideological education,improve students’ treatment level,establish a reasonable salary system,reduce the impact of economic factors,and improve the employment environment for social and residential training students,Improve the doctor-patient relationship and promote the legalization of diagnosis and treatment for residential training students. |
