| With the increasing improvement of people’s living standards,the demand for medical and health services has been increasing year by year.According to data from the National Bureau of Statistics in the past decade,the number of newly built and expanded local public hospitals in China has increased from 21600 in 2010 to 37000,and the total number of hospital beds has increased from 3.68 million to 7.48 million.The building area has doubled compared to 10 years ago.This poses challenges and opportunities for the management of local public hospital government investment infrastructure projects.In some places,many problems have arisen due to the lagging management of government investment infrastructure projects in local public hospitals,which has affected the quality of public services and caused waste of public resources.Conducting research on this has strong theoretical and practical significance.This article comprehensively uses literature review,field investigation and other data collection methods,as well as comparative analysis,case analysis and other data analysis methods to conduct research.By consulting materials and drawing on the government investment projects of Wenzhou A Hospital and other local public hospitals,this study clarifies the relevant regulatory systems for the operation of local public hospital government investment infrastructure projects,investigates and studies the current situation and existing problems in the management of local public hospital government investment infrastructure projects.Based on the on-site investigation,it was found that there is an imbalance between the planning and actual needs of local public hospitals’ government investment projects,weak ability to control funds and progress,and incomplete supervision systems.Guided by the theory of good governance,in the analysis and research,attention is paid to whether the decision-making is fair and whether the interests of all parties are taken into account.Pay attention to the degree of information disclosure and whether there are issues such as information asymmetry.Pay attention to whether each responsible unit has taken on management responsibility and taken effective measures to solve the problem.Pay attention to whether there is sufficient participation and communication with the public,and whether the opinions and suggestions of the public have been listened to.Pay attention to the efficiency of infrastructure management and whether effective measures have been taken to improve the efficiency of public resource utilization.Finally,based on the advanced experience both domestically and internationally,analyze the differences and areas for reference,in order to promote the development of government invested infrastructure project management in local public hospitals in China and bring new ideas.Through research,this article proposes relevant countermeasures.Firstly,in the entire process of management,scientific decision-making should be adhered to as the key to solving practical problems,always guided by scientific decision-making ideas,with scientific thinking,using scientific methods,and following scientific decision-making procedures.The second is the way of innovation management,which effectively combines the reward and punishment system,dynamic management,fixed location management,visual management and other management methods with the actual situation of the project,throughout the project,enhances the enthusiasm and sense of responsibility of managers and construction personnel,and makes the management methods more diversified,dynamic,scientific and refined.The third is to improve the supervision mechanism for project funds,quality,and progress.The fourth is to enhance talent introduction and cultivation,reserve and continue education for management talents,establish reasonable assessment and supervision mechanisms to enhance the sense of responsibility of infrastructure management personnel,and establish correct personal values and learning concepts. |
