| In recent years,especially since the outbreak of the COVID-19 pandemic,Internet medical services have developed rapidly in China.The Internet has given medical services the ability to break through the limitations of time and space,and the medical efficiency has been improved as a whole,alleviating the problem of "difficult to see a doctor" to a certain extent.In 2018,promulgated by the State Council "about promoting the development of Internet plus medical health",vigorously encourage the development of Internet medical service standardization,in the same year,the National Health Commission and the National Administration of Traditional Chinese Medicine released "The notice about printing the three documents of treatment measures for the administration of Internet medical services(trial)",further standardized the Internet medical service behavior,ensured the quality and safety of medical care.At present,the regulatory mechanism in this field has just been established,and there are still many shortcomings to be improved.Based on the summary of the present regulatory policy of Internet medical service in Jiangsu province,from the regulatory objects and contents,the choice of regulatory strategy,regulatory agencies and the division of duties,the relationship between regulatory means,the formation mechanism of regulatory system(strategy,means,etc.)to online and offline regulation situation,found that there is a big problem of the current regulatory mechanism.Specific performance is no difference in regulatory strategies,the construction of credit evaluation system is lagging behind,the regulation subject is single and weak,the regulation means are simple and crude,the consultation and dialogue mechanism is missing,the regulation subject does not form a joint force,the online platform regulation is not perfect,the offline close regulation is not in place,and so on.The theory of responsive regulation aims to establish a hybrid regulatory model of government and non-governmental regulation,emphasizing the collaborative governance of multiple regulatory entities and the use of diversified regulatory means.It provides theoretical reference for solving the current problems in the field of the regulation of the Internet medical services from four dimensions,namely,difference,moulding,collaboration and relationality.Combined with the theory of responsive regulation,analyze the reasons for the above problems,then the thesis puts forward some optimization suggestions,such as adopting hierarchical regulation strategy and implementing differentiated regulation and management system;constructing the pluralistic co-governance system,and moulding the active subject consciousness and ability;building a consultation and dialoguing mechanism and establishing a collaborative relationship between regulatory bodies;building an information sharing platform and promoting online and offline dual-line regulation mode. |
