Research On The Cooperative Governance Of Social Security In China Laos Border Areas Under The Background Of Normalization Of Epidemic Prevention And Control

With the "reform and opening up" policy proposed by the Lao government and the "the Belt and Road" development initiative proposed by China,the population of the two countries has moved significantly,commercial cooperation has been interconnected,and people to people relations have been drawing closer.However,serious social governance problems have emerged in cross-border exchanges between the two peoples.Frequent and open border exchanges have provided an objective and convenient channel for a series of illegal and criminal acts,At the same time,it also brings new challenges to the security governance of the border areas between the two countries,hindering the normal life exchanges and security of the people in the border areas between China and Laos.Therefore,the goal and purpose of this paper is to build an integrated cooperative governance mechanism between the two countries in border areas.From the perspective of public management,based on the theory of cooperation and holistic governance,and taking the normalization of prevention and control of the COVID-19 as the realistic background of the study,this paper collates and combs the current social security situation in the border areas between China and Laos,analyzes the reasons behind the problems of social security in the border areas between the two countries in the context of the COVID-19 from multiple perspectives and layers,and analyzes the core of the solution to the problem.To solve the problem of target social security as the key and difficult point of research,and finally integrate theory with practice,seek and build a more effective cooperative governance mechanism of social security between the two countries in the current era background.Through discussion and discussion on the reality of social security cooperation and governance in the border area between the two countries,we can theoretically enrich the theoretical research on the cooperation mechanism in this field,and help propose effective solutions to the social security and public security problems at the border of the two countries,so as to propose bilateral cooperation mechanisms in this area and countermeasures and methods to solve practical problems,It will provide a scientific basis for policy decision-making for the construction of the cooperative governance mechanism of social security in the border areas between China and Laos,and create a good social environment for the construction and development of the border areas between the two countries.
