Objective To determine the disease prevention and control institutions acute infectious disease emergency ability evaluation index system,build acute emergency ability comprehensive evaluation model,using evaluation index system design questionnaire,the Inner Mongolia autonomous region of 12 city center for disease control and prevention(CDC)and 105 flag county center for disease control and prevention to investigate and score,found insufficient,put forward Suggestions for the development of disease prevention and control;Method 1.Through literature search,reference to the disease prevention and control work performance appraisal operation manual(2020 version),national public health emergency plan,public health emergency regulations and the law of the People’s Republic of China on the prevention and treatment of infectious diseases initially established acute infectious disease emergency evaluation index system framework;2.After two rounds of the Delphi method,To build a hierarchical outcome model using yaahp,And use the judgment matrix to determine the weight of each indicator,Finally,by using the comprehensive scoring method,A comprehensive evaluation model of the emergency response capacity of sudden and acute infectious diseases was established;3.Develop the questionnaire form according to the established evaluation index system,A current situation survey of 117 CDC centers,The comprehensive evaluation model was used to score 117 CDC;4.Data entry and collation through Epi Data3.0 and Excel2007,Statistical description and analysis using SPSS21.0;Results 1.After two rounds of Delphi expert consultation,the evaluation index system of emergency response of acute infectious diseases was established,including 6first-level indicators,18 second-level indicators and 63 third-level indicators;2.The evaluation model of emergency response of disease prevention and control institutions is Y=1000*(0.024Y1+,0.018Y2+,0.078Y3+0.024Y4+,0.02Y5+,.......+0.0163Y63);3.12 Disease control agencies in the allied cities have established a sound emergency management system,And has formulated targeted epidemic prevention and control plans and technical plans;4.4 Disease prevention and control institutions in 3 banner counties and 10 allied cities have established their own health emergency management departments;5.The staff of Qixian CDC accounted for 29.62%;6.1 Only 2 of the 17 CDC agencies did not set up a special epidemic emergency response team;7.3 Alliance CDC and 12 Qixian CDC have not set up a special emergency expert database for acute infectious diseases;8.Whether it is the Alliance City CDC or the Qixian County CDC,The proportion of laboratory staff with doctors and graduate students is too small;9.The source of reports of acute infectious diseases were mainly from medical institutions(98.21%),And then the health community services(66.69%);10.Most CDC agencies(95.54%)have formulated a working mechanism for risk assessment of sudden acute infectious diseases and carried out daily risk assessment;11.The proportion of disease prevention and control institutions with strong comprehensive emergency response capacity and intermediate level was 41.67%,Weak comprehensive emergency response capacity accounted for 16.67%,District-level disease prevention and control institutions with strong and weak comprehensive emergency response capacity accounted for 24%,The level of integrated emergency response capacity is 52%,Qixian disease prevention and control institutions of the comprehensive emergency response capacity are strong and weak accounted for 25%,The level of comprehensive emergency response capacity accounted for50%.Conclusion Compared with the disease prevention and control institutions in Qixian and the cities,the comprehensive emergency response capacity varies greatly,and compared with the emergency funds and imbalance of the 12 cities,the personnel guarantee,and the emergency construction and plan system and system construction,the emergency construction of the CDC has been greatly improved,but there are still some deficiencies.
