Research On Coordinated Management Of Emergent Public Health Events

Public health emergencies are characterized by sudden incidents,diverse causes,widespread dissemination,harmful behaviors,and disruptive orders.They require coordinated governance by the government,non-governmental organizations,enterprises,and the public.In the process of collaborative governance,the participation of multiple subjects helps to achieve complementary advantages,integrate resources,and ensure governance efficiency.China "14th Five-Year Plan" report clearly stated: efforts to improve the efficiency of national governance,improve the national administrative system,improve the level of grassroots governance,continue to improve the prevention and resolution of major risk systems and mechanisms,and enhance the ability to respond to public emergencies.This is the next five years.As the German scholar Ulrich Beck said: "The exponential growth of productivity in the modernization process has caused the release of risks and potential self-threat to an unprecedented level." Among the many risk threats,public health emergencies cause the most prominent impact is that it disrupts the normal order of social development to a large extent,severely damages economic development,and even affects the rise and fall of the country.To this end,this thesis relies on the theory of collaborative governance to build a three-in-one analysis framework of "action subject-action execution-action supervision",and selects COVID-19 as a research case.By combing the realistic logic of multiple subjects in responding to the new crown epidemic,it is found that The diversification of interest appeals,individual "rational behaviors",the complexity of the crisis itself,and the constraints of traditional institutional structures have led to unclear rights and responsibilities between subjects,contradictions between system supply and demand,and effectiveness in the collaborative management of public health emergencies in my country.The action dilemma that needs to be improved urgently,from the perspective of clarifying the subject relationship,standardizing action execution,and improving efficiency supervision,the optimization path of my country’s public health emergencies is proposed.
