| In a risky social environment,public health emergencies have shifted from "accidental" to "frequent" and "simple" to "complex." The traditional public crisis management model is difficult to effectively address public health emergencies in the face of "sudden" and "complex" situations.In the current context of deepening regional integration,in order to improve the efficiency of public health emergencies,this paper uses literature analysis,case study method,rooted theory and system analysis method,based on collaborative governance theory,inter-organizational cooperation theory,institutional logic theory and collective action theory,to analyze in depth the participation of multiple subjects in public health emergencies from the specific case of New Crown epidemic prevention and control.In this paper,we analyze the real-life dilemma and mechanism of collaborative governance of public health emergencies,optimize a system of governance of public health emergencies involving multiple actors,and propose a specific implementation path.The COVID-19 is a typical public health emergency.This paper combines the case of the prevention and control of the New Crown epidemic in Y city,deeply analyzes the role positioning and specific functions of the multiple subjects involved in the prevention and control of the epidemic,clarifies the effectiveness achieved in the prevention and control of the epidemic in Y city,and explores the problems of the prevention and control of the epidemic in Y city by applying the rooting theory.The study found that with the participation of multiple subjects,City Y exposed problems such as inadequate collaborative governance institutions,unclear boundaries of authority and responsibility,lack of coordination and governance dynamics,and lack of effectiveness in information exchange.On this basis,the realistic dilemmas of the participation of multiple subjects in collaborative public crisis governance are identified,namely: insufficient supply of policies and regulations;deviations in governance concepts;ineffective organizational cooperation;and ineffective collective action effectiveness.The historical analysis method is further applied to explore the formation mechanism of the dilemma of collaborative governance of multiple subjects’ participation in public health emergencies.In order to effectively respond to public health emergencies with high uncertainty,rapid diffusion,high hazard and potential crisis risk,this paper proposes optimized countermeasures for the collaborative governance system of multi-subject participation in public health emergencies in terms of organization,coordination and control based on four system elements: resources,trust,rules and information.It also addresses the shortcomings of the current collaborative governance system of multi-subject participation in public health emergencies and discusses the specific optimization path of the collaborative governance mechanism of cross-regional public health emergencies with multi-subject participation at five levels,including concept cultivation,subject collaboration,interest coordination,information sharing and legal protection. |
