Illegal medical practice refers to the direct conduct of medical services by units or individuals without the approval of the state or local government;it also refers to the conduct of medical activities by people who have not yet obtained the license to practice medicine.Illegal medical practice not only has a certain impact on social stability,but also poses a threat to people’s lives and even life safety,so to ensure the healthy development of medical and health care,combating the illegal medical practice is a very important element,and is also necessary to maintain the stable development of medical society.In recent years,health administrative departments at all levels have been vigorously combating the illegal medical practice,through visits and surveys and return inspections to discover and investigate as comprehensively as possible the illegal medical practice hidden in the market.However,from the viewpoint of the effect,this phenomenon is still repeatedly prohibited.Although health administrative departments at all levels are the main body of supervision of illegal medical practice,it is difficult to achieve all-round and dead-end supervision and regulation in the face of the huge and complex medical market,which requires health administrative departments to improve effective management means by strengthening supervision and increasing supervision to achieve more comprehensive control so that illegal medical practice has nowhere to hide.This paper introduces J County,which is located in the abdomen of the Lixia River in central Jiangsu Province,close to the plains of northern Jiangsu Province,with a large rural population and a large demand for medical care,while medical resources are limited,resulting in a more common phenomenon of illegal medical practice.Therefore,this paper starts from the current situation of regulation of illegal medical practice in J county,based on public governance theory and collaborative governance theory,and uses literature research method,interview method and data processing and analysis method,etc.,through statistical data related to illegal medical practice and information obtained from interviews with some illegal medical practitioners,people seeking medical treatment and health supervision law enforcement officers during the 5 years from 2017 to 2021 in J county health supervision office The following problems exist in the supervision of illegal medical practice in County J:the current health care system is not perfect,there are loopholes in some health care laws and regulations,there are not enough health supervision and law enforcement officers,the laws and regulations are not publicized deeply enough,and multi-departmental coordination and supervision is not in place,etc.On this basis,corresponding regulatory countermeasures and suggestions are proposed: improve the health care system,regulate the medical market This paper proposes the following regulatory measures and suggestions: improving the medical and health care system,regulating the medical market,filling the loopholes in medical and health care laws and regulations,strengthening the construction of talent teams in the health law enforcement line,strengthening the supervision and investigation of illegal medical practice,paying attention to the publicity of laws and regulations related to illegal medical practice,and promoting the comprehensive and coordinated governance of multiple departments.The purpose of this paper is to analyze the problems of illegal medical practice in China’s health administrative departments and propose countermeasures and recommendations for reference,so as to reduce and eliminate illegal medical practice,maintain the medical environment and guarantee the safety of people’s medical treatment.
