Discussions And Practice Of Restoring Military Governors In Early Southern Song Dynasty

In the early years of the Southern Song Dynasty,the discussion of resetting military governors and the system of Zhenfushi can be said to be an example from political discussion to the establishment of institutions.In the great crisis,a group of scholar-officials proposed to set up military governors to strengthen local power and resist the invasion of foreign enemies.However,because of the rapidly changing situation,this initiative was temporarily put on hold.It was not until 1130,when the central government of the Southern Song Dynasty was initially stabilized,that the military governor policy was put into practice in the form of the system of Zhenfushi,which was abolished in 1135 and lasted for five years.This dissertation discusses the process of discussion,decision,operation and abolition of the system during this period.First of all,the content of the discussion on resetting the military governors in the early Southern Song Dynasty,as well as its political and military background,is summarized.Secondly,combining the geographical space and strategic environment,the political process of the establishment of the Zhenfushi system was discussed,and the factors affecting the decision-making of the central goverment were restored.Thirdly,it mainly studies the institutional provisions and actual operation of Zhenfushi,and observes the behavior of Zhenfushi in different regions under the historical environment and the interaction with the central government.Finally,through a case,the development and change of its power and the process of integrating into the official system are restored as far as possible.It is believed that the military governor system was not completely abolished in the Song Dynasty.Under the influence of historical experience,the re-establishment of substantial local military governors became an attempt of the officials of the southern song dynasty to cope with the crisis,and they tried to establish smaller,more solid and more powerful than the original administrative districts.However,in the political culture of the Song Dynasty,the military governors were still one of the most important objects to be guarded against,and the central goverment had no motive to support their development and growth.But on the other hand,it is impossible not to manage the important military areas,or it will inevitably lead to military disasters.The contradiction between military needs and political culture has also become an important reason for the short existence of the system.
