Research On The Archiving Protection Of Intangible Cultural Heritage Of Yi Ethnic Group In Liangshan Prefecture,Sichuan Province

Liangshan Prefecture is the largest Yi ethnic minority area in China.It is also an important part of the Tibetan-Qiang-Yi Cultural Corridor,which has nurtured abundant,unique and valuable intangible cultural heritage in the long history.Because Liangshan Prefecture is located in western Sichuan,remote and isolated,and the level of economic development is low,the local investment in cultural protection is relatively weak.At the same time,the impact of modernization has gradually caused intangible cultural heritage to attenuate or even die.Faced with such a dilemma,it has to adopt a rescue record method to establish archives for intangible cultural heritage and preserve the ethnic memory.However,intangible cultural heritage is protected for development,and the archiving protection for intangible cultural heritage should run through the establishment,management,development and utilization of archives,and requires the collaborative participation of multiple subjects.This paper studies the intangible heritage archives and intangible heritage archives work of Yi ethnic group in Liangshan Prefecture,using document analysis methods and field research methods to research the region’s intangible heritage archiving protection from the policy level,resource level,subject level and achievement level.The problems are as follows.First,the existing policies and regulations don’t elaborate on the archiving protection of intangible cultural heritage,and the implementation effect is not satisfactory.Second,the division of labor is not clear and the degree of collaboration is not strong,and the role of archives institutions is marginalized.Third,due to the scattered archives and various carrier forms,it is difficult to store,organize and use them.Fourth,the quality,sharing,and influence of the archived results are not good.This article proposes that,first of all,we must continue to strengthen policy support for intangible heritage archiving protection,including leveraging on cultural and tourism poverty alleviation policies,promoting the construction of intangible heritage protection policy systems,and enhancing the implementation of them.Secondly,clarify the main responsibilities of archiving protection,give full play to the leading,coordinating,and supervising role of the government and cultural departments;based on the professionalism of archives institutions in the output of archives management technology and quality control;continue to give full play to the effectiveness of scientific research groups in the organization of archives information;persist in the archiving protection with the inheritor as the core,pay attention to regional public cultural participation,and realize the return of rights to the people.In addition,it is necessary to strengthen the construction of intangible cultural heritage archives on the collection,identification,sorting,and storage.Promoting the establishment of database and the shared platform for intangible cultural heritage archive resources.Finally,promote the dissemination and utilization of intangible cultural heritage archives,holding multi-themed exhibitions,providing high-quality archives compilation and research results,using the archival results to expand non-genetic inheritance education,leveraging new media for dissemination.The above strategy aims to promote the orderly development of archiving protection of intangible heritage in Liangshan Prefecture,better protect regional culture and ethnic memory.At the same time,realizing the value expansion of intangible cultural heritage,providing resource support and endogenous motivation for "intangible cultural heritage + poverty alleviation",promoting economically poor areas based on rich intangible cultural heritage resources,forming a virtuous circle of state support,cultural tourism feeding back and intangible cultural heritage protection.
