| If culture is the soul,tourism is the carrier,and the above two are mutually complementary and mutually beneficial.Develop tourism based on cultural perspective and spread culture through tourism.Only by integrating the cultural industry and the tourism industry can we better adapt to the high standard requirements of people for a better life.In the new era,only by mastering the development trend of the cultural tourism industry,clarifying its advantages and disadvantages and how to take effective measures to obtain competitive advantages can we better meet the strict requirements of the general public and gradually become the high concern of the industry and many academic experts.Xi’an is one of the first cities selected as a national historical and cultural city.It has rich cultural heritage and numerous cultural tourism resources,creating conditions for the development of cultural tourism industry.In recent years,the cultural tourism industry in Xi’an has made great progress,but it has not become the pillar industry of Xi’an.With the aim of effectively improving the competitiveness of Xi’an’s cultural tourism industry,this paper uses ser-m model as the theoretical guidance framework to analyze the current situation of Xi’an’s cultural tourism industry from the four dimensions of subject(s),environment(E),resources(R)and mechanism(m).The subject(s)dimension is from government departments and entrepreneurs at all levels,the environment(E)dimension is from demand conditions,opportunities and related and supporting industries,The mechanism(m)dimension analyzes the business environment,the strategic structure of typical cultural tourism enterprises and the comparative analysis of competitive cities,and selects 15 specific indicators for quantitative comparative analysis.By analyzing and evaluating the competitiveness of Xi’an’s cultural tourism industry and benchmarking Xi’an’s "14th five year plan",this paper finds that the government strongly supports the development of Xi’an’s cultural tourism industry,and Xi’an is a cultural tourism industry radiating across the country,which has strong attraction.However,there are also disadvantages such as single management system and mechanism,insufficient planning and packaging of cultural and tourism projects,small scale of cultural industry,and insufficient allocation of cultural personnel at the grass-roots level.By assessing the competitiveness of Xi’an’s cultural tourism industry and analyzing the current specific situation,this paper aims to improve the competitiveness of the local cultural tourism industry,and formulates relevant strategies,that is,from the perspective of subject(s)to strengthen government publicity and guidance and improve the legal and regulatory system,and from the perspective of environment(E)to develop relevant support industries and improve the service construction system,In the resource(R)dimension,cultural tourism resources and science and technology should be deeply explored to enrich tourist experience.In the mechanism(m)dimension,industrial publicity and marketing should be strengthened and enterprise innovation ability should be enhanced.To sum up,based on the development of existing cultural tourism industry resources,industrial transformation and upgrading will be carried out to achieve leapfrog development.On the development road of "fine tourism" and "large-scale tourism",we should insist on supporting facilities first and improve infrastructure.In the process of deeply excavating cultural tourism resources,we should innovate the traditional tourism mode,update the tourism concept,and prepare for the sustainable development of cultural tourism industry. |
