Research On The Rural Collective Sideline From 1952 To 1984

Developing a new rural collective economy is not only an important task of the current rural collective property right system reform,but also an inevitable requirement of Rural Revitalization.The breakthrough and focus of developing the new rural collective economy lies in the development of rural collective industry and the diversification and structural upgrading of rural industry.Shiyue Village in Xishui County,Hubei Province was once known as the "star village of township enterprises" and the "top ten village of science and technology".Since the agricultural cooperative movement,the village is famous for vigorously developing the collective economy.It is a model for the development of rural collective industries and township enterprises in China.In 2016,it was selected as a famous village in China.The reason why the village can rapidly develop township enterprises and embark on the road of rich industrial village after the reform and opening up is inseparable from the collective sideline foundation formed during the Shiyue Team period.The Shiyue Team(renamed Shiyue Village in 1984)has more people and less land,and has good innate conditions for developing sideline business.Since the collectivization of agriculture in the 1950 s,the Shiyue Team has embarked on the road of collective management of sideline businesses.Initially,it focused on the development of primary industry sidelines,while secondary industry sidelines were limited to brick and tile kilns and some scattered handicrafts.During the period of the people’s commune,the collective sideline business continued to consolidate and grow,and ushered in three development climaxes.The secondary industry sideline has gradually replaced the primary industry sideline to occupy the dominant position,and the development of collective sideline industry presents the characteristics of focusing on management content,diversification of management subjects and specialization of management methods.In the middle and late1970 s,the collective sideline business of the Team began to transform.On the basis of the original collective sideline,the Shiyue Team successively established community enterprises with a certain scale,such as brick and tile factories,garment factories,pottery factories and processing factories.Then,with the disintegration of the people’s commune,the original commune and team enterprises gradually developed and evolved into the current township and village enterprises.The development of the collective sideline business of the Shiyue Team has promoted the diversification of the local industrial structure,absorbed a large number of surplus labor and integrated rural resources,increased collective accumulation and farmers’ income,enriched the urban and rural markets and improved the consumption structure.At the same time,the development of the collective sideline business of the brigade has also created a good foundation and conditions for the vigorous development of township and village enterprises in October Village after the reform and opening up.A model of economy.Taking a case as an example,this thesis studies the reasons and conditions for the development of the Shiyue Team’s sideline,the development process,business types,business characteristics and existing contradictions of the collective sideline,analyzes the business benefits and impact of the Shi yue Team’s collective sideline,and summarizes its successful experience,in order to provide reference for the development of a new rural collective economy under the current "township and Village revitalization strategy" The realization of rural industrial diversification provides historical reference and enlightenment.
