Research On Government Functions In The Development Of Cultural Industry In Hai’an

At present,under the guidance of the long-term goal of building a cultural power,local governments attach great importance to the development of the cultural industry,and have put the development of the cultural industry in a prominent position in the overall work.By giving full play to their functions,they guard and inherit the local excellent culture and promote the development of the cultural industry,so as to create a hard support for development with cultural soft power.How to locate the relationship between the development of cultural industry and local government management,give full play to government functions and promote the development of cultural industry has become a very urgent and important topic.Hai’an city in Jiangsu Province,located in the Yangtze River Delta,has a long history and splendid culture.It is the origin of river and sea civilization.It has rich and thick cultural resources and unique and distinctive cultural temperament.Relying on its own cultural resources and characteristics,the municipal government has put forward the goal of building a strong cultural city.Culture is the charm and soul of a city.Taking Hai’an city as a specific case,this paper studies the exertion of government functions in the development of cultural industry in Hai’an city.Based on the concepts of government functions and cultural industry,using the theories of new public management and service-oriented government,this paper comprehensively arranges the high-quality cultural resources of Hai’an city and combs the development status of existing cultural industry by using the methods of field investigation and case comparative analysis,This paper analyzes the functions played by Hai’an municipal government,such as macro guidance,public service,organization and coordination,in order to promote the development of local cultural industry.On this basis,it further analyzes the government functions in the development of Hai’an cultural industry.There are still various problems,such as insufficient overall planning,insufficient benefit of policies,low service efficiency,insufficient cultivation and integration,and from the aspects of inadequate ideas,prominent administrative intervention Analyze the incomplete reform and insufficient incentive for talent introduction,and dig deep into the causes of the problems.This paper compares and analyzes the effective measures taken by different governments to promote the development of cultural industry,especially the reference points,from the national government level,local government level and other levels It summarizes the experience and Enlightenment of clear government planning,powerful policies and effective reform from multiple angles.Based on the above discussion and analysis,this paper puts forward the Countermeasures for Hai’an city to optimize and enhance the government functions in the development of cultural industry,and puts forward some constructive countermeasures and suggestions for Hai’an city to build a strong cultural city from five aspects: formulating development plan,perfecting guarantee mechanism,improving service capacity,coordinating and integrated development and strengthening talent introduction.It also provides reference for government departments to promote the rapid and good development of local cultural industry,and hopes to contribute to the current practice of county modernization and Rural Revitalization.
