Research On The Accurate Supply Of Rural Public Cultural Services

With the rapid improvement of the level of economic development in China’s rural areas and the continuous improvement of farmers’ quality of life,farmers’ demand for and concern about public cultural services are also rising.Improving the precise supply level of public cultural services in rural areas is a must to enrich the spiritual and cultural life of farmers,realize the cultural prosperity of rural areas and promote the process of urban-rural integration.At present,if China wants to build a modern socialist country and accomplish the great feat of"rural revitalization",it is necessary to unswervingly follow the road of socialist culture with Chinese characteristics and improve the precision level of public cultural service supply.Accurately matching and meeting the growing cultural needs of rural residents is of great significance in enhancing national cultural identity and cultural confidence,stimulating the cultural innovation and creativity of the whole nation,and providing spiritual impetus for the great rejuvenation of the Chinese nation.This paper,based on extensive reading of relevant domestic and foreign works and academic journals,collating,analyzing and summarizing relevant research results at home and abroad,uses public goods theory,refined management theory and multiple governance theory as the main theoretical basis,conducts field research on the supply of public cultural services in rural areas of Yinan County in three different regions using the interview method and questionnaire method,and conducts a comparative analysis of public financial expenditures in Yinan County in the past five years.The problems in the precise supply of public cultural services in Yinan County are summarized as follows:there is a mismatch between the government’s supply and individualized cultural needs,and the supply method of"flooding" leads to a serious waste of rural cultural resources;there is a mismatch between a single supply body and diversified cultural needs,and the grassroots government’s awareness and ability to supply diversified public cultural services is insufficient.There is a mismatch between the content of government supply and the demographic structure of the audience.The majority of rural residents in Yinan County are left-behind women,children and widowed elderly people,and the provision of cultural services does not precisely match the cultural needs of residents of different age groups.The mismatch between the government’s supply mechanism and the long-term demand,the lack of performance evaluation mechanism for the supply of cultural services and the common monitoring and feedback mechanism for stakeholders,and the phenomenon of public cultural facilities being "built but not cared for"are prominent.This paper conducts an in-depth study and analysis of the above problems,and proposes a supply logic of "demand identification" and "precise supply" oriented to the needs of rural residents,and improves the accuracy of public cultural service provision in rural areas by strengthening the institutional guarantee of precise supply,changing the concept of government supply,establishing a supply model with the participation of multiple subjects,innovating the form of supply,making full use of the advantages of information technology,and strengthening the supervision and management at a later stage.
