Research On Performance Evaluation Index System Of PPP Project In Cultural And Tourism-Oriented Towns

In order to promote the sustainable development of rural economy,the report of the20 th National Congress of the Communist Party of China proposed to comprehensively promote rural revitalization.In order to cooperate with the implementation of the rural revitalization strategy,characteristic towns,especially cultural and tourism-oriented towns with regional advantages,have become an important direction of economic construction in the new era.The capital problem is the biggest constraint in the development of cultural and tourism-oriented towns.The Public-Private Partnership(PPP)model introduces the funds and technologies of private enterprises into projects,which can reduce the risks and pressures of government departments.It is a good carrier to promote the construction and development of cultural and tourism-oriented towns.At present,there is relatively little attention and research on the effect and evaluation of PPP model in practical application,especially the performance evaluation of cultural and tourism-oriented towns.Due to the long franchise period and the complex operation of the whole life cycle,the cultural and tourism-oriented towns constructed by PPP mode need to follow up the feedback of construction effect and benefit through timely performance evaluation in stages.Therefore,according to the application of PPP projects in China,it is worth exploring in depth and systematically to construct a scientific performance evaluation index system and comprehensively evaluate the performance level of PPP projects in cultural and tourism-oriented towns.Through the analysis of the current situation of PPP project performance evaluation in cultural and tourism-oriented towns,it is found that there are many shortcomings in this kind of evaluation work.Further analysis of the causes is mainly due to the lack of a set of performance evaluation index system suitable for the characteristics of PPP projects in cultural and tourism-oriented towns.Based on the Critical Success Factors(CSF),this paper extracts 25 performance evaluation indicators,and obtains 30 performance evaluation indicators after screening and supplementing.The C-OWA operator method is used to calculate the index weight,and the system is constructed.The performance evaluation index system of PPP projects in cultural and tourism-oriented towns;then,the performance evaluation model is constructed according to the matter-element analysis method.The qualitative index value is determined by the forward and reverse cloud model,and the quantitative index value is determined based on the public data such as J project data and related literature,which enhances the objectivity of the performance evaluation model.Finally,the J project is evaluated and analyzed from the overall and phased perspectives,which further verifies the effectiveness and practicability of the model.According to the evaluation results,J project is relatively successful as a whole,but there are still some problems in each stage,such as single source of project funds and inflexible risk allocation.In view of these problems,relevant suggestions are put forward in stages,such as innovating project financing path and improving risk allocation mechanism.This paper mainly innovates in the research perspective and index construction.It systematically studies the whole-stage performance evaluation index system of PPP projects in cultural and tourism-oriented towns.With the help of CSF method and innovatively adding social and cultural life category indicators and characteristic industry development category indicators,it constructs a whole-stage performance evaluation index system of PPP projects in cultural and tourism-oriented towns including five dimensions and 30 performance evaluation indicators.The application mode of the index system in J project not only helps to upgrade and improve the performance evaluation of the project,but also can be extended to other similar characteristic town projects,which also has certain reference significance for the improvement of the performance evaluation index system of PPP project.
