| To some extent,the changes in the geopolitical situation of the Arctic are the epitome of the geopolitical pattern of great powers.Global warming has accelerated the melting of Arctic sea ice and increased the exploitable value of the Arctic from an extremely cold place to an international hot spot.Rich resources and mineral resources,outstanding navigation advantages and unique climatic conditions have further highlighted the geographical value of the Arctic,prompting all countries to speed up the development process of the Arctic.More importantly,many countries outside the region are interested in Arctic affairs,so as to share the dividends of Arctic development.As a country near the Arctic,China has a close relationship with the Arctic.However,limited by geographical conditions,China cannot further develop the Arctic without cooperation with major powers in the Arctic region.Russia,which has a good foundation for cooperation,is the only choice.As the largest country in the Arctic region,Russia,under the influence of changes in the international political situation,urgently needs to change its Arctic development strategy and strengthen Arctic construction and Far East development with the help of non-regional countries,so as to promote the formation of bilateral cooperation.From the perspective of geopolitics,this paper analyzes the progress of the current geopolitical theory,highlights the promoting role of economic factors in the original theoretical connotation,transforms the competitive relationship in the traditional geopolitical theory into the cooperative relationship in the new era,and highlights the promoting role of geopolitical factors in the cooperation among Arctic countries.Driven by a sound geopolitical foundation,complementary geo-economic advantages and the consolidation of the same geo-security needs,China and Russia continue to deepen their relations,laying the foundation for bilateral Arctic cooperation.Through in-depth analysis of the Arctic cooperation projects between China and Russia,the progress and outstanding achievements of the two countries in the construction of Arctic shipping routes and energy exploitation,as well as the input of the two sides,are clarified,and the important role and geographical value of the cooperation between China and Russia are highlighted by the reality of cooperation.However,under the influence of many domestic and foreign factors,China-Russia Arctic cooperation is faced with multiple geopolitical risks,such as internal instability factors of the two countries,exclusive confrontation between Arctic countries and competing interests of other countries outside the region,which increase the resistance of China-Russia Arctic cooperation and delay the cooperation to a certain extent,resulting in numerous cooperation projects but insufficient results.Therefore,it is necessary for the two countries to further consolidate cooperative relations,deepen political mutual trust,and promote in-depth Arctic cooperation under the guarantee of political stability.We should ease relations with Arctic states,turn bilateral cooperation into multilateral cooperation,expand cooperation areas on the basis of existing partners,and seek new growth areas of cooperation.At the same time,we should give consideration to relations with countries outside the region,actively expand cooperative partners,promote regional development and jointly promote long-term development of the Arctic. |
