The Research Of Educational-Guidance System In Modern Henan Province(1906-1937)

Located in the central plains,Henan is deeply restricted by conventional wisdom.Since modern times,under the urge of Qing government Dahir,Henan was ordered to set up a group of new schools,which started the prelude of modern education in Henan.However,when the school was first established,it faced many problems,such as the shortage of teachers,the shortage of students and the backward environment,which put a lot of pressure on the development of new education in Henan province.How to supervise,advise and implement the new education policy has become the primary problem facing the Henan authorities.Therefore,Henan Province educational guidance system came into being.The development of educational guidance system in Henan Province reflects the development trajectory of educational guidance system in our country and highlights its regional characteristics on the other.From its inception in 1906 to the outbreak of the allout war of resistance against Japan in 1937,the development of Henan educational guidance system has gone through three stages.In the first stage,Henan authorities were instructed to set up a ministry of education,and the position of educational inspector in the last year of Qing dynasty.The ministry of education formulated a brief chapter for educational inspector in order to regulate its work and clarify its responsibility.The setting of inspection personnel marking the initial establishment of Henan educational guidance system.In the second stage,in order to expand the army,Zhenfang Zhang and Ti Zhao used to misappropriate the educational funds,thus resulting in frequent changes in the educational administration.Until the establishment of Education Council in 1917,the educational guidance system has been developed under the reforms of Shoukun Tan and Buqing Li.And the last stage,after the establishment of the Nanjing National Government,Henan’s education guidance system has been further improved by formulating standards and improving inspection methods.As the core of educational guidance system,educational inspector is of great importance to the development of the whole system and the improvement of local school affairs.Therefore,Henan Province attaches great importance to the management of educational inspector.First,the Education Council in Henan has adopted a series of statutes to regulate the qualifications and responsibilities of the educational inspector.Secondly,the Education Council in Henan has implemented a supervision mechanism dominated by local administrators to strengthen the supervision of optometry.Thirdly,the Education Council in Henan improved the quality of visual education by opening workshops and sending staff on visits.Finally,in order to carry out the guidance work according to the rules and laws,the Education Council in Henan has also carried out detailed regulations on the preparation of guidance,attention to matters of guidance and feedback.Through inspection and guidance of school teaching,facilities,funds and disputes over school affairs,the school administration has standardized the operation of education,guaranteed the order of teaching and promoted the development of education in henan province.Henan province education guidance system in more than 30 years of concrete practice,has gradually improved its own system construction,forming a feedback mechanism based on guidance reports.
