In rural revitalization stage,clarify the use of accurate poverty alleviation period culture poverty alleviation policy tools,to the performance evaluation,and put forward the rural revitalization stage in the countermeasures,for cultural poverty alleviation policy tools adjustment and provide practical guide,to consolidate the development of poverty crucial achievements and rural revitalization of effective cohesion.This thesis uses a comprehensive content analysis method and multiple regression analysis to evaluate the performance of the cultural poverty alleviation policy in Henan Province.first,Through the content analysis method,Collect and sort out the cultural poverty alleviation policies of Henan Province from 2013 to 2020,Form a policy text set,Unit coding and descriptive statistical analysis of cultural poverty alleviation policies,And establish a two-dimensional analysis framework of "policy tool--poverty alleviation performance" to analyze the content of its cultural poverty alleviation policy,Lay the foundation of the policy tool classification for the subsequent performance evaluation;next,In this thesis,we construct multiple regression models considering fixed effects,Using data from 26 poverty-stricken counties in Henan Province,On the basis of choosing the explanatory variables and the explained variables,Established a regression model for the regression analysis,To evaluate the poverty reduction performance of various policy tools.The research results of this thesis show that:firstly,the application effect of cultural policy tools in Henan Province is consistent with the actual work of targeted poverty alleviation,which should mainly be in three aspects of environment,supply and demand;secondly,the application structure of cultural poverty alleviation policy tools in Henan Province shows unbalanced characteristics,among which the demand policy tools are relatively insufficient,and the environmental policy tools are used the most.In terms of poverty alleviation value,the cultural poverty alleviation policy text focuses on the sinking of cultural projects and cultural fund allocation,but the public cultural infrastructure and talent sinking are insufficient;third,there is no linear correlation between the demand cultural poverty alleviation policy,supply-based cultural poverty alleviation policy and environmental cultural poverty alleviation policy with the highest poverty alleviation policy,followed by the supply-oriented cultural poverty alleviation policy.On the basis of the performance evaluation of the cultural poverty alleviation policies in Henan Province,this thesis puts forward the continuous countermeasures of the cultural poverty alleviation policies in Henan province in the rural revitalization stage from the aspects of enhancing the coordination of the three policy tools,implementing the poverty alleviation policy tools,and encouraging the participation of multiple social subjects in the policies.
