Research On The Construction Of Rural Public Cultural Service System Based On ASD Theory-A Case Study Of Xinzhou District,Wuhan City

The national "14th Five-Year Plan" for the construction of public cultural service system clearly points out that the integrated development of urban and rural public cultural service systems should be realized by the end of the 14 th Five-Year Plan,so it is necessary to construct and improve the rural public cultural service system.Based on this,the article selects Xinzhou District of Wuhan City as the research object,constructs an analytical framework based on ASD theory(actor-interaction behavior dynamics theory),adopts interview method,contextual analysis method,questions and surveys method,and combines policy texts,excellent cases,and survey results to analyze the interaction of participants in the system from the external environment of the rural public cultural service system in Xinzhou District,and constructs a system from both internal and external aspects The study found that Xinzhou District’s rural public cultural service system is consistent with the local characteristics.It is found that there are problems such as lack of cultural supply by the government,ineffective participation by social organizations,and weak awareness of rural residents in the rural public cultural service system in Xinzhou District.The purpose of this paper is to construct a rural public cultural service subject relationship with rural residents as the core of the system,the government as the basis of the system,and social organizations as the auxiliary.By analyzing the interaction of these subjects and improving the external system and material base,the system construction includes the guarantee of the rural public cultural service system(specifically,the establishment of independent administrative normative documents in Xinzhou District,the construction of values,the evaluation and feedback of diversified services for talent training),and the construction of the material base of the system includes the improvement of cultural infrastructure(specifically,the improvement of cultural facilities and equipment,financial support,and digital platform construction),and then proposes the construction of the system.
