Research On The Implementation Of Family Doctor Contract Service Policy In J Count

The contract service policy of family doctors is to provide comprehensive,continuous and convenient basic medical and health services and health management services for residents with the purpose of maintaining the health of residents,taking general practitioners as the main carrier and adopting the contractual form.International experience and domestic practice have proved that promoting family doctor contract services is an important way to protect and maintain the health of the people under the new situation.After years of continuous exploration and practice,the family doctor contract service policy has been fully implemented in all provinces and municipalities on the basis of pilot projects in some regions.China has initially established a family doctor contract service system with Chinese characteristics,and has also formed some family doctor contract service models with local characteristics.However,there are also some problems,such as the low utilization rate of services,the large gap of service doctors,the difficulty in performing the contract,the unreasonable allocation of medical resources at the grass-roots level,and the low awareness of the public,which restrict the promotion and role of the contracted service policy.On the basis of combing the relevant domestic and foreign literature,this paper selects J County as the research object,uses the method of literature analysis,interview research and questionnaire survey,and based on the Mead-Horn policy implementation system model,analyzes the current situation of the implementation of the family doctor contract service policy in J County,and summarizes several problems in the implementation process of the policy.First,the signing rate of family doctors is unrealistically high,emphasizing quantity over quality;Second,there is the phenomenon that policy executors selectively implement policies;The third is the poor cooperation of policy implementation departments;Fourth,residents are not motivated enough to participate in signing contracts.The main reasons are the inflexible positioning of policy objectives and implementation standards,insufficient guarantee of policy resources,imperfect communication and coordination mechanism,insufficient awareness of policy by residents,and lack of initiative of policy implementation personnel.In response to the above problems,the Mead-Horn system model is used to propose measures to improve the implementation of the family doctor contract service policy in J County from the aspects of improving the policy objectives and standard settings,further optimizing and adjusting the policy resource supply,improving the inter-departmental communication and cooperation mechanism,optimizing the policy implementation system environment and enhancing the enthusiasm and initiative of the family doctor policy implementation.The purpose of this study is to provide reference and inspiration for the relevant regions to better play the effectiveness of the implementation of the family doctor contract service policy,further improve the health level of residents,and enhance the sense of happiness and gain.
