| World War I brought great disaster to mankind.In order to prevent the war from breaking out again,many countries,including Britain,advocated international disarmament and jointly maintained world peace after the First World War.Britain’s national strategy and disarmament vision are not in line with those of other countries.There are serious differences among countries in their understanding of the concepts of disarmament,security and arbitration.In order to effectively resolve differences and promote disarmament,under the promotion of the United Kingdom,the League of Nations hosted the world disarmament conference in Geneva in February 1932.Sixty-four countries including the United Kingdom,France,the United States,the Soviet Union and Germany attended the conference.The United Kingdom,acting actively at the conference,expressed some support for the principle of qualitative disarmament proposed by the United States and for the hoover plan resulting from it,and consistently insisted on discussion and amendment on the basis of the existing draft disarmament convention;In the face of the contradiction between the "equality" demand of Germany and the "security" demand of France,Britain actively mediated,repeatedly pushed Germany and France back to the negotiating table,and promoted the disarmament conference.Britain has actively embraced the complex disarmament proposals of countries other than America,France and Germany.After a number of balanced compromises,Britain submitted a number of disarmament proposals for discussion by the general assembly.Due to the serious deviations in the understanding of the concepts of "offensive weapons","security" and "equality" among countries,and the differences in national interests among countries,it is difficult for the League of Nations to form a unified opinion on the issue of disarmament.In the end,with Germany out of the league and no appetite for disarmament,the conference came to a hasty end after two years on and off.At the conference,Britain was very positive about international disarmament,but due to its lack of a deep understanding of the trends and contradictions of the world after the First World War,it made a serious miscalculation about the world situation in the next decade.Such mistakes made Britain willing to be an "honest broker" in dealing with the contradiction between Germany and France.It kept making concessions to Germany on the principle of disarmament,and showed an attitude of compromise and concession on the whole,which failed to save the fate of the world disarmament conference.Historically,the failure of the disarmament conference was the inevitable result of the entropy change of the international order in the 1930 s,and the compromises shown by Britain at the world disarmament conference have been the prelude to the appeasement policy. |
