In 2020,we won the battle against poverty as scheduled,at the rural work conference,the general secretary specially stressed that winning poverty eradication is not the end,but a new starting point.Next,we should comprehensively promote rural revitalization.The overall revitalization of rural areas includes five aspects: industry,talent,culture,ecology and organization.At the call of the party and the government,all parts of the country have steadily and orderly promoted the revitalization of rural areas.Cultural revitalization is the soul casting project of rural revitalization,which provides solid guarantee and intellectual support for Rural Revitalization.Under the background of socialism with Chinese characteristics in the new era,rural cultural construction is the most important project.In2020,the first document of the CPC Central Committee put forward higher requirements,clearly pointing out that focusing on the goal of building a well-off society in an all-round way,we should focus on rural infrastructure and public services.Rural cultural facilities belong to a typical public goods,and the suppliers of public goods are mainly government departments.Therefore,it is self-evident that the government plays a leading role in the supply of cultural facilities.In addition,the specific work of cultural business such as cultural infrastructure construction is implemented by the township level government.Therefore,it is of certain positive significance to study the behavior of township grass-roots government in rural cultural construction.Taking the government behavior of Puzhai town government in rural cultural construction as an example,this paper studies the specific performance,shortcomings and shortcomings of the government behavior of the grass-roots government in the construction of cultural facilities,deeply analyzes the reasons behind the problems,and then puts forward countermeasures and suggestions for cultural construction in combination with policies and grass-roots reality,so as to provide reference for the grass-roots government to promote rural cultural construction and strive to promote the
