Research On Chen Zhangtai’s Thoughts Of Language Planning

Chen Zhangtai was the manager of the language work from 1977 to 2000.Based on extensive research and practice,he explored a set of language life governance techniques with management characteristics.So researching and analyzing his philosophy of language planning is of great significance for guiding the governance of language life.On the basis of his language planning achievements and language work experience,we used the literature method,quantitative method,comparative method and oral history method to reveal his language planning thoughts and analyze its value and wisdom.Through this paper,we found his language planning thought is to make language life more healthy,which includes the following three connotations:The first one is guiding language concepts to keep pace with the times.To adapt to the diverse needs of society,Chen Zhangtai advocated that the public update their views on the nature and function of language.He adviced that we should establish a civilized and polite pragmatic view and use polite language,Which can improve personal language skills.And we also should recognized the language as resources,then protect,construct,develop and utilize it.Which can expand the space and scope of language application.The second one is standardizing language application standards.To promote the standardization of language and characters,he designed the evaluation standard of oral proficiency,constructed the dynamic standard of vocabulary,and adjusted the standard of Chinese characters with the principle of integrity.The last one is pursuing orderly language management.He build the basic paradigm of orderly management,that is,orderly management should take history as a mirror and also follow the basic laws of language planning.He adopted multiple means to solve the problem of language management.Among them,firming the reform policy of writing is used to correct the disordered management.Propagating language work is used to consolidate and promote the orderly management.Investigating language and national conditions is used to extend and develop the orderly management.And using language legislation to maintain the order of language application is his sublimation and guarantee of orderly management.His ideas were based on language life to solve social linguistic issues,which provide an academic paradigm for current language research.His ideas guided the development of language life in a healthy direction,which reflected the change in the orientation of language work during the country’s transition period.His ideas returned to language life,which feed back language decision-making and language planning discipline construction,and provided theoretical guidance for improving national language governance capabilities and building a harmonious language life.
