Cultural development is an important link in the development of socialism with Chinese characteristics in the new era.In order to promote the equal development of public cultural services,improve public cultural services,improve the network of public cultural service facilities,and accelerate the construction of large cultural facilities such as libraries,art galleries,and archives,the construction of large public cultural service facilities projects in China has shown an increasing trend.But at the same time.there are many risks in the whole construction process due to the high investment cost,diversified and complex management Angle,long construction period and high technical requirements of large-scale public cultural facilities construction projects.To strengthen the risk management level of large-scale public cultural facilities construction projects and reduce risk losses,it is necessary to conduct systematic research on the risk management of large-scale public cultural facilities construction projects.This paper adopts the WBS method.By establishing an index system,it first identifies the risks existing in the project of H public cultural service Center,then carries out risk assessment,and refers to the actual situation of project development and construction.And the risks in project management are identified,including political risks,environmental risks,economic risks and management risks,by referring to the risk factors in the project development process in practice.After the analysis of Analytic Hierarchy Process(AHP),in the project of H public cultural service Center,the risk hidden from the political level is the largest,followed by the risk caused by the economic level,and the risk hidden from the management level is the least.In terms of risk control,this paper defines the organizational arrangement of project risk response from four aspects:establishing and improving the risk management mechanism,coordinating and arranging the training of risk management personnel,continuously improving the risk management process and strengthening the response and handling of emergencies.Considering the deficiencies in risk prevention and response of the construction project of H public cultural service Center,it is also necessary to strengthen the response and control of key risks at the political,environmental,economic and management levels.Through the above research and analysis,it not only summarizes the relevant theories of project risk management of public cultural service center,but also confirms the role of the relevant theoretical system in practice,It is helpful for developers to pay more attention to project risk management,conduct scientific analysis of project risks,and propose targeted risk prevention measures to minimize the possible losses of the project,ensure the smooth implementation of the project,and improve the success rate of the project.At the same time,it provides theoretical reference and path guidance for risk management of more large-scale public cultural service facilities construction projects.
