| The overall situation of national emergency management is the basic vision of emergency language service research.National emergency language service refers to the behavior practice by the relevant actors,who using the language and its all relevant derivative resources to provide help and support to the obvious or potential disaster victims,rescuers and disaster management parties in order to prevent and minimize the harm caused by public emergencies.From the supply point of view,national emergency language service has three basic characteristics: multi-level in supply subject,development in supply stage and richness in supply form.At present,various countries in the world mainly provide emergency multilingual translation services and there are two main modes of their service team construction,one is to treat emergency language service as the specialized core business,another one is to treat emergency language service as the non-core temporary business.The emergency language service requirements in the policy framework of the world are mainly aimed at the phase of emergency response,but the practical experience of emergency language service worldwide is still lack of systematic documentation,integration and analysis.China’s emergency language service supply system has achieved remarkable results in team building and talent training,policy planning and scientific research guidance,infrastructure construction and the supply of service products in recent years,the supply of language service for the emergency response period of the specific public emergency has also entered a period of rapid development after the COVID-19 outbreak.From the demand point of view,emergency language service has a distinct demand orientation.Demand analysis is a crucial part of the research of national emergency language service,one of the very important analytical dimensions is the source of service demand,which is closely related to language communication vulnerability.Language communication vulnerability refers to the possibility of the social system to cause language communication barriers or its sensitivity to language communication barriers in the face of the public emergency.According to the expression form of language communication vulnerability and its influencing factors,the national emergency language service demand source analysis framework has a “four-layer double-line” structure and it has been basically in line with the expected effect in the practical test of the case of China’s emergency language service demands generated in the fight against COVID-19.From the point of view of observing the action case,the series of practices of “Epidemic Language Service Corps” which is under the guidance of Ministry of Education and State Language Commission of the People’s Republic of China are major innovations and classic cases of China’s emergency language service in the fight against COVID-19 and provide important inspiration for the development and improvement of national emergency language service.The development action of Fight against COVID-19 in Hubei Dialect by “Epidemic Language Service Corps” has gone through three stages of evolution: setting strategic goals,promoting service response,and constructing the social context.The verbal interaction of the collaborative process included six sets of information categories: social feedback,front-line dynamic,summary and guidance,action report,action advice,and action reflection.The practices and explorations of “Epidemic Language Service Corps” and the social feedback and situation changes are the internal and external drivers that affected the service advancement.The service product’s development process has formed the behavior mode chain of “exploration-reflection-summary-guidance”.The action case of “Epidemic Language Service Corps” provide lots of useful enlightenments for us to further think about and explore the strategic framework,docking channel and response rate of emergency language service.From the point of view of the capability evaluation,national emergency language service capability evaluation is significant,but it lacks of optional systems and standards so it cannot meet the needs of the building and development of the current national emergency language service and its capability.The construction of the national emergency language service capability evaluation system across the three perspectives of geography,species and elements should follow three principled ideas: take the city as the basic evaluation unit,take the capability investigation dimensions as the basis of evaluation index construction and take the demand satisfaction level as the classification reference of the capability level.The system framework of the evaluation system generally includes three parts: evaluation indexes,evaluation methods and evaluation processes.The evaluation indexes are extended by the fourteen materialized dimensions that reasonably explain the service capability,include multiple evaluation elements of emergency language service such as policy,organization,platform,personnel,project,mechanism,product,channel,planning,capital,scientific research innovation,education and so on.The evaluation methods include the assignment methods of the index weight,the collection methods of the index data and the definition methods of the capability level.The evaluation processes are the series of action steps in the three stages of evaluation preparation,evaluation implementation and evaluation feedback.National emergency language service is a vivid embodiment of the people-oriented of national emergency management work and it is a crucial popular-support-project,its construction and development has a long way to go.Future research should further analyze the behavior modules of emergency language service,integrate individual emergencies into the emergency language service situation,and promote the coordinated development of national emergency language service in various fields. |
