"The development of education must rely on a large amount of funds to make good use of it." For a long time,the colleges and universities in the Republic of China have achieved outstanding school-running achievements due to the dilemma of financial constraints and unstable funds.How their funding system is formed and how it operates is mainly affected by Which factors affect these issues are worth exploring.In order to analyze the funding system of colleges and universities in the Republic of China more clearly,this paper firstly constructs a DIOE analysis model,including the funding decisions(D),funding sources(I),There are four main factors such as expenditure(O)and environmental impact(E),of which the environmental impact factor(E)also includes policy environment,economic environment and human environment.Colleges and universities in the Republic of China can be divided into three categories:public colleges and universities,private colleges and universities and church colleges.The three types of college funding systems have something in common,but there are also significant differences.On the basis of summarizing the overall background of the formation of the higher education funding system in the Republic of China,using the DIOE model as a tool,this study specifically analyzes the funding systems of the three types of universities in the Republic of China.The funding decisions of public colleges and universities in the Republic of China(D)include the review council system established by imitation of Germany and the board of directors system established by imitation of the United States;the source of funding(I)is mainly government funding;in terms of infrastructure investment and daily school running expenses(O)It is relatively balanced;The environmental impact factor(E)mainly discusses the establishment of a relatively complete modern higher education funding system,the realization of the independence of higher education funding,and the adhering to the school-running philosophy of "learning as the foundation and technology as the support".The funding decisions of private colleges and universities in the Republic of China(D)are mainly based on the board of directors,and the board of directors absorbs “Da Caidong”as members;social donations account for the highest proportion of funding sources(I),and tuition fees are the most stable;Infrastructure investment and administrative expenditure are relatively small,and teachers’ salaries account for a relatively large proportion.Environmental factors(E)mainly discuss the increase of government control,the important role of national capital,and the balance between "learning" and "technical" in professional investment.In the funding decision-making of religious universities in the Republic of China(D),the difference will have the greatest impact;the source of funding(I)is mainly funded by the poor association,and the tuition fee is also very expensive;the more prominent problems of the expenditure(O)are the inequality of teachers’ salaries;the environmental impact Among the factors(E),the registration policy has the greatest impact,and the economic environment is affected by both the international and domestic economy;the humanities aspect is most affected by the movement to withdraw the right to education.On the basis of the above research,based on the DIOE model,the funding system of the three types of colleges and universities in the Republic of China was comprehensively compared.Although the colleges and universities of the Republic of China faced very complicated problems in funding,they still achieved brilliant achievements under the joint efforts of all wills.
