In the global film market,Hollywood movie has occupied a dominant position and pose threats to the existence of national movies.In such a context,government intervention is crucial for the development of national movie industry.In terms of France,its government aims at maintaining "cultural diversity" and holds a resolute attitude to protect its national movies.A unique funding mode together with a variety of intervention methods has been applied by the responsible offices in every stage of movie industry.As a consequence,France maintains the development of homegrown movie and creates a superior environment of movie than most European neighbors.Nowadays,France has become one of the countries where national film has increased year by year.Thanks to the implementation of funding policy to national movies,French film can break the shackles of capital control,and both commercial movie and romantic movie can develop into two mainstays of movie industry.The movie industry in France already established a unique and favorable development pattern in which market and art could coexist harmoniously.Moreover,the government’s support to national movie industry maintains the ethnic peculiarity of French movie and meanwhile relieves the anxiety caused by Hollywood threat to some extent.Also,French government’s policy greatly contributes to the development of cultural diversity all over the world.The French film funding policy has been implemented since 1948.Through decades of perfection,this policy has gradually matured.But,this unique policy is still controversial even it is admired and imitated by many countries.It is blamed because of the challenges caused by the increasingly budget for film production,high pressure of taxpayer and the brain drain of talents in film-making,etc.The practical benefits and the deficiencies brought by the implementation of funding policy make the policy have high research significance.This paper attempts to study the relationship between French movie and governmental funding system as well as the funding policy French film by combing the development of French film policy,review the effect and deficiencies caused by the implementation of the funding policy.
