A Study On Regime Building In The Shaanxi-Gansu Border Revolutionary Base Area

The question of regime is the fundamental issue of the revolution.For the Chinese Communists,the seizure and consolidation of power was always the theme of the Agrarian Revolutionary War,which was crucial to the continuation of the red bloodline and the future of the Chinese revolution.In the 1930 s,along with the opening of the revolutionary base areas in Shaanxi-Gansu Border,proletarian revolutionaries active in the area made a series of attempts to create power,involving various aspects such as leadership system,institution setting,principle establishment,team building and regulatory improvements.The effectiveness of the creation of the regime was remarkable,and it was distinctive in that it embodied the democratic,expansive and innovative nature of the revolutionary regime in a complex social environment.The resulting institution of Soviet power provided a grip on the implementation of the Party’s policies;it united the forces of the social strata and laid the foundation for the national resistance;it consolidated the red bases and provided the support for serving and educating the masses;it explored the methods of local governance and accumulated experience for the Party’s overall governance;it trained a number of excellent cadres and reserved talents for the development of the Party and the country.The construction of power in the revolutionary base areas of Shaanxi-Gansu Border has left us rich historical experiences: building consolidated grassroots Communist Party and government organizations are the foundation of governance,effectively guaranteeing people’s political participation is the source of power,firmly grasping the key minority of leading cadres is the key to building governance,and flexibly applying the tactics and methods of armed struggle is the way to win.These lessons teach us that we must adhere to the centralized leadership of the CPC,practice people-centered development,pay attention to the construction of cadres and talents,and build a harmonious military-civilian relationship.
