Policing And Response: Huang Xiansheng Before And After The Mukden Incident

Huang Xiansheng(1896-1949),a general of the Feng-faction,a famous leader of the Anti-japanese War.In his early years,Huang Xiansheng went south to study in Peiping,and later abandoned literature to pursue martial arts.When he just joined the army,he was promoted rapidly due to Zhang Xueliang’s recognition,and explosion of the war has boosted the progress of Huang Xiansheng’s personal ability.On the occasion of the Feng-faction Army southward march against the Northern Expedition,Huang Xiansheng’s attitude towards the war situation was highly consistent with that of Zhang Xueliang,accurately predict the trend of the war and even the current situation,and played an important role in the process of protecting Zhang’s return to Feng and the orderly withdrawal of troops before and after Feng’s defeat and withdrawal from Schanhaikwan.So he was even more important to Zhang Xueliang and his military career leaped to the general level.Shortly after returning to Mukden,Huang Xiansheng was transferred to the brigade commander of the 20 th infantry brigade.During his tenure as the chief officer of a garrison,Huang Xiansheng was diligent in training troops to enhance military strength and set an example to shape military discipline,at the same time,he attach importance to military-civilian connection,promote military and civilian interaction,demonstrate military responsibility.Before of the Mukden Incident,Huang Xiansheng was appointed as Commissioner of Police in Liaoning Province and Director of Public Security in the provincial capital.Huang Xiansheng has launched a comprehensive renovation campaign in the police community of Liaoning Province with rapid momentum.He frequently transfers personnel,attaches importance to the construction of police discipline,and pays attention to the education,training,and protection of the police.At the same time Huang Xiansheng devoted a lot of effort to social governance when he was a police officer.Intended to enhance the ability of police organizations to stabilize political power and maintain social order,he is very concerned about the movements of the japanese army,which has long had aggressive ambitions,in the face of the Japanese army invasion,Huang Xiansheng clearly proposed strong response measures.After the outbreak of Mukden Incident,Huang Sheng first went to Jinzhou to organize and accumulate anti-Japanese forces while maintaining social order.After the failure of resistance in western Liaoning,Huang Xiansheng’s form of resistance changed to deploying and arranging volunteers to fight behind enemy lines.Although the form was different,Huang Xiansheng always showed his firm determination to resist and restore the land with practical actions.
