Study On The Implementation Of Cultural Relics Protection Policies In County Level Cities In China

With the development of economy and the progress of technology,the Party and the state pay more attention to the problems in the field of cultural relics protection.The implementation of China’s cultural relics protection policy has made great progress,and remarkable achievements have been made in cultural relics protection.various supporting measures in the field of cultural relics protection have been improved day by day,as well as the awareness of social cultural relics protection has been enhanced.However,there are still many problems to be solved in the protection and management of cultural relics in county-level cities,the contradiction between economic development and cultural relics protection still exists,and the problem of cultural relics safety has not been completely solved.If these problems are not properly solved,the efficiency of the implementation of cultural relics protection policies cannot be improved,and the effect of policy implementation cannot be improved,which will affect the level of cultural relics protection and management in China and hinder the development of cultural relics in China.Based on the relevant research on cultural relics protection policies,this paper summarizes the historical evolution and implementation status of cultural relics protection policies in China,analyzes the problems existing in the implementation of cultural relics protection policies in county-level cities in China by using the Smith process model,and studies and analyzes the implementation of cultural relics protection policies in Chibi City,Hubei Province,taking Chibi City as an example,while referring to the practical experience of cultural relics protection and management in other county-level cities(districts)in China,Try to put forward measures to improve the efficiency of the implementation of cultural relics protection policies in county-level cities.This paper is divided into eight parts.The first part introduces the background of the topic,research significance,domestic and foreign reviews,research content,research methods and innovations.The second part describes the relevant concepts and the theoretical model used in this paper.The third part introduces the development of China’s cultural relics protection policy;Sorted out the policy documents of cultural relics protection of our country and some places at this stage;This paper expounds the reality of the implementation of the policy of cultural relics protection.The fourth part mainly uses the four elements of Smith process model to analyze the problems existing in the implementation of cultural relics protection policies in county-level cities in China,mainly including the following: first,the enforceability of the policy itself is not strong,which is manifested by the relatively general content of the policy,the lag of the policy,the inability to deal with existing problems and the insufficient punishment of cultural relics violations;Second,the implementation of the executive agencies is insufficient,which is manifested in the unclear powers and responsibilities of the executive agencies,the lack of communication between the executive agencies and the lack of professional quality and ability of the policy enforcement personnel;Third,the target group is relatively complex,which is reflected in the fact that the interest demands of the target group cannot be achieved and the policy recognition of the target group is not high.Fourth,there are obstacles in the policy implementation environment,which are manifested in the lack of financial funds and inadequate supervision.The fifth part takes Chibi City,Hubei Province as an example to briefly describe the current situation of its cultural relics protection and management work,analyze the questionnaire of the implementation of cultural relics protection policy,point out the shortcomings of the implementation of cultural relics protection policy in Chibi City,and summarize the experience and enlightenment of cultural relics protection policy.The sixth part is the practice and experience of cultural relics protection in other county-level cities in China.In this part,the author summarized the practice and experience of the implementation of cultural relics protection policies in Pingyao,Shanxi,Gulangyu,Fujian,Dunhuang,Gansu and other county-level cities(districts).The seventh part is the countermeasures to improve the implementation of cultural relics protection policies in county-level cities.In this part,the author will sort out,analyze and summarize the data obtained from earlier interviews and literature review,and propose constructive countermeasures against the problems in the implementation of cultural relics protection policies.The eighth part is the conclusion,which summarizes the full text.
