| Zhu Jiabao(1860-1923),a native of Ningzhou,Yunnan Province,was one of the more accomplished local officials in the late Qing Dynasty,serving successively as the head of the Ministry of Rites,Jiangsu provincial governor,Jilin governor and Anhui governor.He served in various places with great dedication,and made important contributions to the development of various local undertakings.At the time of the restructuring of the three eastern provinces,Zhu Jiabao became the first governor of Jilin after the restructuring of the province.At this time,the province of Jilin was facing new situations and new problems that no general had ever encountered before.From internal affairs to foreign affairs,from politics and economics to culture and education,as the first governor,Zhu Jiabao was fully involved in the new political reform of Jilin province,how to secure the internal and external affairs became the task he had to face.Firstly,Zhu Jiabao started with the reform of local government,strengthened administrative supervision,and severely reorganized officials to improve the overall quality of officials;economically,he created the Jilin Government Money Bureau,reformed the currency system,vigorously developed the industrial economy,opened the Industrial College,encouraged the agricultural and mulberry industries in Ji Province,and operated the agricultural experimental field;educationally,he vigorously advocated the development of new-style schools,established the Law and Government College,prepared the Women’s Teacher Training College,and changed the Foreign Language College,etc.,while focusing on In education,vigorously advocate the development of new-style schools,the establishment of the law and government school,the preparation of women’s teacher training college,the establishment of foreign language school,etc.,in the focus on cultural education in addition to the opening of the three preachers,to open the construction of the ethos of Ji Province.Zhu Jiabao effectively reorganized all aspects of the province,integrated planning,and weighed the actual situation,and started insightful innovation measures,which were praised by people in the province.In addition to the internal innovation,Zhu Jiabao actively defended the rights of the nation against the unreasonable demands of the strong neighbors,and gave up the sovereignty of the country,while taking effective measures to stabilize the development of local power in Ji province.Most previous studies treat the innovative measures in the three eastern provinces of Hei,Ji,and Feng as one,however,exploring how local officials under the will of the governor proactively carried out governance is both an inheritance of the New Deal in the three eastern provinces and a practical development in the context of the conditions in the province.Faced with the internal and external difficulties in Ji Province,what Zhu Jiabao did in Ji Province,on the one hand,reflects his experience as an official and his strong ability to govern,on the other hand,it can also be seen that he was open-minded,brave to innovate and knew how to adapt.As a local frontier governor,and as a guide for the change from old to new in Ji Province,Zhu Jiabao participated and influenced the modernization of Ji Province in his own unique way,and his experience in Ji provided valuable experience for his subsequent term as governor of Anhui,providing indispensable clues to the overall development of Zhu Jiabao’s career.When we judge these historical events today,we should try to place our vision in the context of the time and space,and study and analyze them in the historical context of the time,in order to better understand the actual development of Ji Province under the New Deal. |
