A Study Of The 1931 Jiangxi Flood And Its Response

The 1931 flood was a rare national flood in modern times.The floods affected sixteen provinces,and Jiangxi province,one of the eight most severely affected provinces,was hit by more than thirty counties in the province,and the disaster was extremely severe.This paper takes the 1931 Jiangxi flood as the object of study.Through the systematic interpretation of existing archival materials,newspapers,and magazines,it tries to fully restore the disaster situation and response to the 1931 Jiangxi flood,and focuses on the analysis of disaster prevention and relief measures of the 1931 Jiangxi flood,to provide reference for the development of disaster prevention and relief in modern Jiangxi Province.This paper is divided into four parts: the first part introduces the origin and significance of this paper,and briefly reviews previous research results;the second part describes the process and severity of the 1931 Jiangxi floods,focusing on the dynamic process of the floods,and combining historical records from the media and press to reflect the real situation at that time;the third part is the focus of the paper,using historical materials to discuss the multi-level causes of the 1931 floods and their response.The third part is the focus of the article,using historical materials to examine the multi-level causes of the floods and the full range of impacts brought about by the floods.The fourth section describes the response to the floods,mainly divided into two parts: pre-disaster prevention and post-disaster relief,and details the measures taken by the central and local governments in the process of disaster preparation and relief,including the development of water conservation,the restart of the grain accumulation campaign,and the implementation of emergency relief and industrial relief,and also discuss the cooperation and interaction between the central government and the Jiangxi provincial government,the Jiangxi provincial government and social forces.
