"Mine drainage" and "Ground drilling" is the two ways in the coal-bed methane exploitation. Combination the two ways is the fundamental means of solveing the energy conflicts, and eliminateing potential safety problems. We establish the mode of fault tree on coal-bed methane with the precondition and master factors which we summarize in this paper. It provides the weight of estimation index on coal-bed methane exploration model with the method of the Analytic Hierarchy Process and expert marking. With applicating Fuzzy AHP assessment establish an integrated evaluation index system and evaluation model on coal-bed methane exploitation model. Comprehensively evaluating the model based on coal-bed methane exploitation model and applicating GIS technology and using the development tools of VB6.0 and MapGIS, it establishes spatial database and designs decision-making system of coal-bed methane exploitation model, which can collect,manage and visualize evaluation result in integrated exploitation of coal-bed methane.Taking the case of Huaibei Coal Mining Administration, evaluating the coal and mines which belong to it, and providing proper coal-bed methane exploitation model under the integrated assessment model of coal-bed methane exploitation, it provide reliable basis to the production decision of leaders in coal enterprise.
