21st is the rapid development era of ecological economy. We clearly realized that good environment is not only the basic condition of human living and development, but also the foundation of social and economic sustainable development after suffering the great bitter lessons of ecological disasters caused by industrial civilization since 1970s. The mode of traditional economic development based on destruction environmental quality as the cost is the main cause of ecological crisis. We have to give up this mode of unsustainable economic development, and to choose the mode of ecological-economic development with the harmony of man and nature. Therefore, it is the common understanding and task that to enhance the ecological construction and protection, and to accelerate the healthy, stable and sustainable development of society and economy.Loess plateau is a quite special geographic unit. As one of the cradle of the Chinese nation, it had breed up a brilliant traditional Chinese culture in this magical and old loess land. According to the historical data, it was an area with dense forests and grasslands, good environment and flourishing economy. Since Qin-Han dynasty, with the rapid increase of population, the development mode based on plundering resources for long-term breaking the law of natural ecology have led environment become worse and worse. At present, it becomes one of the most serious areas in ecological degradation in China. The serious soil erosion, vegetation wreck and environmental pollution, frequently natural disaster such as drought and floods, dust storm etc. have led the ecosystem of Loess plateau approaching the edge of collapse, which is not only threatening its sustainable development, but also threatening its neighbor regions or even the whole county sustainable development.As an important energy and heavy chemical industrial base and the foreland of western China development, Loess plateau has a prominent strategic status. It has the great effect to serve as a link between eastern China and western China, to harmonize the development of the two parts and ensure the eastern and even the whole county ecological safety. From the view of ecological safety and sustainable development, it has a very important strategic role to vestern China development and national ecological-economic development, especially to permanently harness the yellow river and to promoting economy of the whole yellow river region by strengthening the ecological restoration of Loess platesu and enhancing regional sustainability.As one of the key areas of China environmental construction, the central government has paid great attention to water and soil conservation in Loess plateau, and successively organized research projects to investigate and study the issue of soil erosion, and gained a series of achievements. It is very difficult to restore the ecosystem and to control the environmental degradation in Loess plateau because it is located in fragile ecological zone. The mechanism of ecological degradation is much complex, and the region is great large with a lot of poor people, so that the contradiction between economic development and environmental protection is sharp. Somewhat disorder and blindness exists in regional ecological restoration and sustainable development, especially in control soil erosion in Loess plateau for a long time. The general plan for ecological restoration is uncertain, and the work of controlling environmental degradation is unstable.
