The optimizing research of port construction scale is deciding the scale of all kinds of port facilities in the lowest freight, in order to make the port construction assort with the whole communication system, improve the operation efficiency of ports, optimize transportation system and reduce the freight cost.According to the method of system analysis, this thesis studies the optimizing scale of port construct by computer simulate technology and tries to exploit new study field and method for the research of port scale.Based on the analysis and study the characteristic of the port service* system, a computer system simulating the port operation and management is established in this paper. The random characteristic and other influence factors of port system are fully considered in the simulation system, so that operating the simulation system can objectively reflect the actual operation status of ports and obtain the reliable port parameters. The system provides a powerful analysis tool for the research of the port construction scale and fills up a blank space for research field of port engineering.A optimizing model of port construction scale is established in the thesis and the variants in the model are selected scientifically and suitably based on analyzing the each factor to influence the freight cost which occurs in transportation system. According to the model trait, every variant meaning and mutual relation between variants hi the model, the restriction condition of optimizing scale for port construction is educed, a simpler method which is called "climb hill" method is used to find the optimizing solution and corresponding computer program is developed. Compared with the research result before, the considering factors in the optimizing model are more comprehensive and reasonable and the method to find solution is more convenient.Using the simulation system for port operation and the queuing theory, the thesis studies the operation and management status of XiaMen port. It is pointed that too less big berths and too many small berths are key problems, and giving priority to the development of the deep berths over 10000 tons and the reconstruction of the small berths improving their berthing ability is the developing tactic of the port, hi addition, the optimizing construction scale of XiaMen port in 2010 is given in paper. These results provide the decision basis for construction and development of XiaMen port.The sensitivity of port parameters is analyzed in the paper integrating with the example research. The result indicates that improving the handling efficiency of berths is more efficient than extending dock berths in the view of ameliorating the operation condition of port, shortening the time stayed in port of ships, quickening the turnover speed of goods and reducing the freight cost. A new view with instructional meaning is pointed out that the cargo-handling technology having higher efficiency should be selected as soon as possible in port construction and the old handling system having lower efficiency should fall into disuse firstly in port reconstruction.Through example analysis, the relation between optimizing utility factor of berth and berth number of the port is set up and the reasonable utility rate of anchorage area is suggested in the paper. The results can be used in the optimizing design of the multipurpose ports.
