Interbasin water transfers(IWT) is one of measures which can effectively resolve the problem of water resources uneven spatio-temporal distributing. But that the complexity of IWT, the integration and varieties of involved factors, and the differences between each IWT system make the study on water resources management of IWT system haven't be systematical and perfect by now. In this paper, with the guidance of sustainable development idea, some correlative theories and methods about water resources comprehensive management of IWT system that haven't been investigated sufficiently but are also important are studied and applied to the YinLuanRuJin IWT system. The achievements of the study not only can provide all-pervading references for the comprehensive management of common IWT system, but which also supply the practical guidance to water resources comprehensive management and decision-making of the YinLuanRuJin IWT system.This dissertation consists of 8 chapters; the main topics can be classified as follows: l.The concept and characteristics of IWT system are expounded; the achievements of researches on IWT system and water resources management both domestic and abroad are reviewed and commented on; the effects and significance of study and implementation about IWT system are discussed; the basic problems involved in the planning and management of IWT system are put forward; the research aspects of the dissertation are illustrated are explained.2. The definition and characteristics of water resources are generalized systematically. The compositions and potentialities of water resources are analyzed. The sustainable utilization criteria of water resources are established. The concept on water resources carrying capacity [WRCC] is established, the connotations and characteristics of WRCC are analyzed, the model for the calculation of WRCC is established, the present situation WRCCs of Tannin city and Luanne basin are analyzed tentatively, and then, the rationality of YinLuanRuJin IWT in the representative year is discussed by using WRCC.3. Wavelet theory with it's development status is expounded systematically, that the applications of wavelet theory to the simulation and prediction of hydrology and water resources, as well as to the analysis of water resources characteristics are discussed, and the wavelet theory is applied to the analysis of the inflow characteristics of Panjiakou reservoir that is the source of YinLuanRuJin IWT system, the achievements provided evidences for the water resources planning and management both of Tianjin city and YinLuanRuJin IWT system.4. The theoretical equation for water price's calculation is presented. That the connotations, forming mechanisms, and the calculation methods on each element involved in water price are studied systematically and deeply. The water prices of Luanhe basin, Tianjin city and YinLuanRuJin IWT system in the typical year 2000 are calculated as the cases. The problems including the relationships between water price and water demand, as well as the bearing capacity of the consumer to water price are discussed.5. By referred to foreign experiences and combined with our country's actual conditions, the mechanism and characteristics of water markets for IWT system in our country are analyzed, the thoughts and measures for establishing the water markets of IWT system in our country are discussed, the methods for the calculation of water transaction rations in two cases of for the economic optimization of single transaction user and that of entire transaction system are analyzed,the condition causing the water transaction are analyzed quantificationally.6. The basic theories and research advances about genetic algorithm are summarized systematically, the foreground of genetic algorithm applying to the optimization of water resources system are discussed, the genetic algorithm-based model for the pumping station operation and scheduling are established and verified through application.7.
