The floodlighting of the facade of constructions is the main form of the city night landscape lighting and also is the reason of maximum energy consumption in night landscape lighting and producing the light pollution. Up till now, there is no national standard of night lighting in our country, so there is no scientific basis on controlling the brightness of the floodlight of construction. Many domestic scholars calculate the data of floodlight according to the standard of luminance that used overseas, As well, more lighting companies are according to the sense and the experience in their project. Recently, many internal cities invest a huge sum of money in processing the city night lighting project. Although it changes the night landscape, develops the tourism and expedite the consumption and the economy, the enormous energy consumption conflicts with the severe shortage of domestic electric power. In order to achieve the purpose of satisfying the aesthetic need of night view lighting and saving energy sources, to scientifically and reasonably confirm the brightness of construction floodlight has become a problem demanding prompt solution for the scientists and the technicians. Based on consulting a great deal of domestic and overseas production of the night landscape lighting, I have investigated the night landscape lighting of many domestic cities, especially investigated the actuality of construction floodlighting. Quite a few domestic and overseas investigation all put forward the question of the illuminance and brightness standard of night landscape lighting . But the brightness standard value that is recommended by domestic and overseas investigation is very ambiguous, and there are some difficulties to put it into practice. Although the illuminace value plays a leading role , it is different with the quality,direction of irradiation,material reflection modulus,patina degree of the construction and the irradiation distance,the color of light,the person`s vision direction ,the person`s subjectivity feeling and so on that must be considered with. The traditional standard of illuminance is very different from the actual sight, so to make the lightness of the night landscape lighting especially the floodlighting of constructions as a standard is correct. Confirming the apt brightness value is the sticking point of saving energy sources as well as satisfying the aesthetic need of the city night landscape. In this paper, there are some different brightness values from different directions of the modern architecture veneer material by the measurement of many times. It has confirmed absolute corresponding brightness modulus correction after calculation, and has investigated the light reflection disciplinarian of mixed veneer material and founded the floodlight brightness calculation formula. This has made up for the shortage of the symmetrical free reflection calculation formula that recommended by CIE. The night landscape lighting belongs to the category of mesopic vision. The paper has investigated the mesopic vision spectrum luminous efficiency function. The absolute error of the theoretical calculation expression is between –0.074 and 0.084 after validation. It has proved that the result of the mesopic vision spectrum luminous efficiency function advised by the paper is exactly precise. The paper has founded a calculation formula of the maximum value of the mesopic vision spectrum luminous efficiency , so we can work out the maximum value very conveniently and use it into practice. All this has established the scientific theoretical basis for the relationship of the night landscape lighting brightness and the person`s vision. Applying the theoretical investigation production of the mesopic vision to the night landscape floodlight lighting can reach the aim of saving energy sources.
