A Study On Water Resources Value And Price Of Environment And Economy Coordinating Development

The globe is threatened by worsening worldwide water crisis and what can be done with it is only ease or alleviates its seriousness. An important measure is to use price to reflect and adjust the supply and demand of water resources effectively in addition to macro-control under the condition of market economy. However, the problem that has been baffling policy-makers in water resources management is how to determine a reasonable market water price helpful to control water demand in economical society, ensure water resources allocation for the purpose of the coordinated development of ecological environment and economic society, and avoid the possibility of affecting social safety.The thesis starts with the value of water resources and then explores its theoretical basis and scientific method to determine water price based on the sustainable water resources utilization, an indispensable condition for the coordinated development of ecological environment and economic society. It touches upon multiple disciplines such as political economics, classical economics, philosophy, modern economic principle, ecological economics, environmental economics, resources economics, the theory of price and water resources. The thesis falls into eight parts.1. The thesis summarizes systematically domestic and abroad value theory on water resources and pricing techniques and methods, puts forward the theory of utility value, and elaborates value manifestation and value source of water resources from the perspective of sustainable development.2. The thesis, so far for the first time, analyzes and summarizes the functions and values of water resources in ecological environment according to their system and category.3. The thesis suggests market evaluation, cost-renewal evaluation and economic analysis criterion that that can be easily used to evaluate the value of water resources objectively on the basis of the system of integrated environmental and economic accounting after reviewing the methods of evaluating environmental resources value as well as taking into consideration the features of water resources.4. In view of the contribution and work mechanism of water resources on economic society and ecological environment, the thesis illustrates, in great detail, the evaluation technique of water-use utility or value in economic society and ecological environment.5. The thesis takes subtractive cost and degraded cost of water resources in economic societyinto account, and for the time, puts forward the concept of aftereffect cost of water use in economy society and all-cost pricing method. According to green accounting system in national economy, environmental resources should be put into the category of national wealth and social capital, so the research focused on the positive and negative utility of water use in economic society as a main line, and the cost accounting should be taken as the basis of the compound influence which water-use makes in economic society on the huge system ?economic society and ecological environment.6. A framework or system of green accounting of water resources is established and an analytical method of macro-economic input-output is adopted on the basis of the idea of green accounting. An input-occupancy-output table of green accounting used in water resources is constructed and a reasonable pricing model of water use in economic society is built. The model is a result of combination of input-occupancy-output technique, production function and optimal method.7. Considering the demand function of the basic water use in economic society and the application of measuring economics principle, the thesis advances, for the first time, the pricing model of competitive water use for both economic society and ecological environment.8. The thesis takes Beijing as an example. A preliminary accounting is conducted as to the water-use value of water resources in the ecological environment and economic society in the year 2000.
