A Study Of The Water Environment And The Sustainable Development At The Middle And Lower Reaches Of The Hanjiang River

As a resource that cannot be replaced and is needed by human beings, water is a kind of precious nature resource as well as an important environment factor. Water resource is the most active nature resource in the ecologic environment, and at the same time it is a kind of economic resource with strategic significance. It plays an unsubstitutive and fundamental role in the survival of human beings and the development of the economy and the society. Water resource has become an important part of a nation's comprehensive strength. At the present time, as a result of population growth and industrialization, the crisis of water resource has caught the attention of many scientists and politicians. There is a saying:" people fight for coal in the 19^th century, oil in the 20^th century and water in the 21^st century ". The government of our country has taken the relation between economic development and water resource into serious consideration. The Han River is the longest branch of the Yangtze River, and its water resource is the basis of the sustainable economic and social development at the middle and lower reaches of the Han River. In addition to the exceeding development of the economy and the society, the start of the project of sending water in the south to the north places more pressure on the water resource at the middle and lower reaches of the Han River. Water resource has become an obstacle to the economic development and a would-be serious crisis in the region. Therefore, it is quite meaningful to study the water environment in the regions along the middle and lower reaches of the Han River, to research into the influence of water resource on the sustainable economic development of these regions, and to find out the regular pattern of the regional sustainable development.Based on "An Experimental Program on the modernization of water conservancy projects in the regions along the middle and lower reaches of the Han River in Hubei Province" , a project supported by the Ministry of Water Resources and the department of Water Resources in Hubei Province, the dissertation takes the water environment in the regions along the middle the lower reaches of the Han River as its research subject, making use of the findings done by other researchers, the techniques of RS/GIS and the methods of systems analysis to research respectively as well as systematically into the factors which influence and change the water environment, the functions of water environment, the division of water function regions, the ecological construction of water environment, the rational distribution of water resources, the industrialization of water resources.There are three parts in the dissertation, whose main contents are introduced as the following:The first part includes chapter one, which is an introduction. The background and significance of the research, a comprehensive review on the theories and findings in the research area, and the subject and aspects studied in the paper are included in the chapter. The paper points out that this study is a practice of the theory of sustainable development into water environment and regional development. The study will enrich the theory of sustainable development, and provide theoretic help in solving authentic problems. The chapter sets the subject of the study. The regions studied in the dissertation is the area along the middle and lower reaches of Han Rive, including the core area where the mainstream of the Han River provides the water resources and the surrounding areas where the sub-streams of the Han River provide the water resources. In theory, it is believed that a systematic perspective should be taken to understand the nature of water environment, and itsdynamic characteristics, synthetic characteristics and diversified characteristics should be studied.
