With the advanced developing and utilizing of the river, the economic benefits ofirrigating, water supplying, power generating and flood preventing have been brought.However, natural flood is disappearing, but the reservoirs are filling up, riverbeds arerising, rivers are setting off… These phenomena are even worse for the Sandy River. The life of Yellow River becomes weaker for the water flow containing a lot ofsand. In the long course of regulating Yellow River, five measures of disposing andutilizing sand named intercepting, flushing, discharging, operating and digging.Intercepting means preventing sand by way of water and soil conservation as well askey water control project. Flushing means making use of downstream course to flushsand to sea as much as possible. Discharging means washing sand out according toproper geographic situation. Digging, in other words just means to dig the river bymanpower. Operating is to operate sand and water: under consideration ofdownstream sand discharge capacity, make use of main and branch reservoirs tocontrol and adjust sand, save or release water properly to regulate water-sand process,coordinate improper process to discharge sand as to reduce downstream deposit, evenachieve no silting or scouring. Reservoir Group series-parallels operation is difficult problem faced by thehighly developed rivers. And water-sand joint operation (WSJO) of reservoir group onSandy River is considered as an advance task in optimization field. It is also regardedas marginal subject combines with other subjects such as Reservoir Sand, River Sand,Optimization Operation, and Flood Forecast. Based on the actual two-times wateroperation, aimed at solving the relative problem on WSJO. This paper studies onwater-sand prediction, sediment rating curve determination, the characteristics ofYellow River downstream sand, the analysis of hyper-concentration flood (HCF)movement, HCF riverbed blowing up scouring theory, relevant analysis on reservoirsilting, also studies on Neural Network of its quick prediction model. Reservoirdensity flow operation, flood season, power generation by muddy water andoptimization operation, the analysis of actual project in WSJO, and its influence ondownstream river course, and the methods of WSJO, etc. The main achievements aresummarized as the following. Provide the concerned periods and relevant problems of the Yellow River WSJO. Apply NN and ARMA(1,1)to predict Tongguan Station monthly reservoir and inflow, and put forward the idea of setup the sediment rating curve, and the frequency of water inflow and outflow of Tongguan hydrometric station. Advance the hypothesis riverbed boundary condition leading to HCF riverbed blowing up scouring (RBS), which is called bed material stratification hypothesis. This hypothesis is verified in the practical observation. Deduce the Function of RBS thickness, disclose the basic theoryof hyper-concentration stream riverbed blowing up scouring, and combine together the two Functions used to calculated RBS of Wei River and Xiaobei River main stream. Then use the theory periodically predicted the possibility of RBS in Xiaobei River Main stream. The local HCF RBS took place on July 4, 2002 proved the rationality of this theory. Utilize synthesized actual cause analysis and gradual linear, non-linear model to perform quantity study and quality analysis on relative degree between flood season Tongguan elevation and influential parameters. Using the results of different sedimentation storage affected parameters in flood season and non-flood season, build the model of Fuzzy Neutral Network on reservoir sedimentation amount, and the non-linear model to make real-time simulation and quick prediction.
