How to decide the rock and soil mechanic parameters is one of the most puzzled questions for Geomechanical researchers. Nowadays many theories in Geomechanical research,such as saturated soil consolidation theory and slope stability analytic method,are perfect. The difference between calculation result and practical result is because of rock and soil mechanics parameters. The research about how to decide the rock and soil mechanics parameters is the most basic and important work.Most of test data are deposited in project unit,design institute,scientific research academy,s archives without administration and analysis. According to the fact of the test data,this thesis put forward and establishes rock and soil mechanic parameter database,using modern information technology,we can establish rock and soil mechanic parameter information system,which have inquire,analysis and decision function,and serve future projects.Based on the mass datum in database,the methods of choosing rock and soil mechanic parameter have been researched. Firstly, this paper discusses the application of random-fuzzy method to statistic analysis of mechanical parameters of rock samples. Some computation questions, such as subordinate function's choice are studied deeply. This paper discusses the method of selecting the shear parameters of rock mass, the formulae of numerical characteristics of C and f are derived. The result of comparison and analysis prove that the random-fuzzy method is more realistic and appropriate. Secondly, this paper presents several engineering treatment methods for mechanics parameters of rock mass based on the test samples and the investigation of engineering geology and hydrogeology and give a practical example. The results show the methods are reasonable and effective. Based on the analysis of the data in the database, this paper presents a rudimental formula about scale effect of rock. This paper suggests two new coefficients (elasticity modulus soft coefficient,cohesion soft coefficient) that establish the relationship between rock mechanics parameters and the degree of weathering rock.. The major factors affecting the degree of weathering rock are defined and the fuzzy mathematics method is used to evaluate the weathering degree. The evaluation results show fuzzy comprehensive assessment is suitable and effective. Finally the statistical analysis methods about physical and mechanical indexes of soil are discussed in paper.According to the achievements of previous research ,this thesis put forward the rock and soil mechanic parameter information system(RSMPIS)and design the function module ,the internet inquire system has been designed also,which can provide technical support for resource share.
