In this thesis, the general requirements and main contents of urban planning on seismic resistance and hazardous prevention (SRHP) are systematically narrated. Furthermore, two up-to-par evaluation models, one for established residential areas based on the fuzzy comprehensive judgment and the other for planning residential areas based on the analytic hiberarchy process, are particularly illuminated. In addition, a information management system on GIS platform for urban established residential areas planning on SRHP is developed with AO technology and a case study on Dongying city is also carried to specify the models and the functions of the information management system.The main work of the author is as follows:1) Taking the revised draft of Technical Code for Urban Planning on Seismic Resistance and Hazardous Prevention as a blueprint to specify the principles, requirements and main contents of this planning.2) Indicating the demands of urban residential areas planning on SRHP according to the code mentioned above, namely: a) assessing anti-seismic capacities of vital constructions one by one; b) estimating anti-seismic capabilities of ordinary building groups; c) Evaluating whether urban established residential areas meet the provisions of urban residential areas planning on SRHP and providing reconstruction and reinforce measures; d) Proposing evaluation indexes and related approach for judging which blueprint of urban planning residential areas is better; e) Establishing information management system for urban planning on SRHP---PIMS.3) Illuminating two different methods for anti-seismic capabilities assessment: Multi-step Simplified Push-over (MSP) method and Earthquake Damage Factor(EDF) method. MSP method is suitable for vital constructions with obvious simplification and enough precision and EDF method is more apt for building groups. In EDF method, communities are regarded as the evaluated unit and the values of earthquake damage factors are validated by non-linear multiple regression based on statistics on historical seismic hazards.4) Proposing up-to-par evaluation model for urban established residential areas planning on SHRP based on the fuzzy comprehensive judgment. In this model, evaluation indexes, fuzzy judgment set and membership function of each index are firstly identified and then the final evaluation can be made according to the fuzzy judgment approach the principle of maximum membership. This model can reflect the situation of residential areas on the whole considering many influential factors. 5) Presenting another evaluation model for urban planning residential areas based on the analytic hiberarchy process. In this model, evaluation indexes are divided into three levels and the weight coefficient of each index is ascertained in the light of investigation statistics and analytic hiberarchy process. Finally, the evaluation can be represented by the score which results from the weight sum of all indexes'estimating scores.6) Establishing information management system for urban planning on SRHP (PIMS) on ArcView 9.2 platform with VB programming language and AO technology on the basis of SQL 2000 DBMS. The design and main functions of PIMS are discussed in details and demonstrated with the real data about Dongying city.The oringinalities of this paper are as follows:1) To research the planning of SRHP aiming at urban residential areas firstly and illuminate the essential requirements and main contents of this planning.2) To propose the fuzzy meet-criterion evaluation model for established residential areas planning.3) To come up with an evaluation method for residential areas planning based on AHP considering the demands of seismic resistance and hazardous prevention.4) To develop a information management system for planning of SRHP based on ArcView 9.2.
