Signal control of isolated intersection experienced the development of fixed control, actuated control and adaptive control etc, three types of signal control, adapting to the development direction that traffic signal control changed from passive control to active control and improving the control benefit of signal intersection. Although the adaptive signal control is better than the actuated signal control and the fixed signal control generally, the adaptive signal control is not universal key to solve all signal control problem. It has its own specific conditions and application no matter which type of control to adopt and so do the adaptive signal control, and there are also many intersectiones'signal control issues that were not suitable for the adaptive signal control to solve. The foreign comparison study on control benefit of three types of signal control indicated that, each of which has its corresponding application range. Starting with the operational characteristic of traffic flow at signal intersection, the paper studied the problem of reasonable signal control type under different traffic states to achieve the reduction of vehicle's delays and stop times at signal intersection, and to achieve the reduction of the energy consumption and pollution and so on, based on The 10th Five Years Key Programs for Science and Technology Development of China, Harbin Intelligent Transportation System Demonstration Project(2005BA414B18). The research results are of great significance to optimize space-time resources at signal intersection.Combining with the traffic survey, theory modeling, software development and system application, the paper screened feature data from a large number of survey data and established the self-organizing theories and methods of signal control at intersection around traffic state feature, and tested the unity of the theory and the practis, applying the theory model to the actual intersection's signal control by way of software development and systems integration etc.Aiming at signal intersection, the paper summed up vehicles'operational characteristics and statistics characteristics, with the fluctuation coefficient theory, analyzed the consistent and difference of the traffic flow fluctuation and revealed the rule between V/C and fluctuation coefficient of traffic flow, and got the operational characteristics and comparison index of traffic flow in cold region under different road conditions using MATLAB to process traffic survey data.The paper defined basic concepts of traffic state feature at signal intersection, analyzed and determined the characterization rule of traffic flow operation state, the reasonable length of time and method, amended the forecast results of critical lane group traffic volume by traffic state feature. Based on those, the reasonable green time range in each phase was defined and the parameters'optimizing algorithm of fully-actuated signal control was improved. Then, combining Harbin Intelligent Transportation System Demonstration Project, it was applied to traffic signal control system on Xuefu Road, and was proved that the optimization algorithm is practiced.By screening and analyzing evaluation indexes of signal control benefit at intersections, the assessment criteria of isolated signal control type was established by delay. The calculation methods and the application scope of the Webster delay calculation model and HCM delay calculation model in isolated fixed control at signal intersection were summed up. Combining historical collection data of traffic volume and traffic state feature, the D(r) and E(r) in the delay calculation model of isolated actuated control based on studies of scholars Dunne in the United States were analyzed. Based on the fixed number theory and the traffic state feature, the calculation model of vehicles'average delay of adaptive signal control at isolated intersection was established under designated traffic conditions by simplifying the process of vehicles arriving.Using basic theory of pattern recognition, the paper extracted basic feature of traffic flow running state at intersections, constructed the type of signal control tpye and pattern space according to the delay model of fixed control, actuated control and adaptive control, and established pattern classification method of signal control by statistics pattern recognition method. Then, the self-organizing algorithm and consultation mechanism between signal control types were established by self-organizing theory. Combining survey data of Harbin Intelligent Transportation System Demonstration Project, the simulation studies showed that the self-organizing algorithm had obvious advantages in signal control benefit.From the perspective of software development, the paper designed the software's flowchart and analyzed some of the key technology problemes in the running process of the software. Combining classical signal control theory and this paper's results, the Signal Intersection Optimization System (SIOS) was developed guiding by software engineering, which was applied to traffic management (system) and planning on the road in some cities of Heilongjiang province. The application demonstrated that the software was able to distribute time and space resources of signal intersection effectively.From the perspective of system integration, the paper analyzed the basic elements of isolated signal control system such as hardware components, system functions, features, technical parameters and so on. By practical applications, the availability of signal control system developed by this research was verified.
